Calderon_Ma@sbcity.org Bids to Owner's Agent Description Scope of Services The Fiscal Agent agrees to administer funding for the City of San Bernardino’s Investment Playbook and Nerve Center (“Project”), in accordance with the terms of an agreement with the City of San Bernardino, and with any other requirements imposed by external funding organizations. The Fiscal Agent will: 1. Receive and administer funds to carry out the administration of the Project including but not limited to payroll, benefits administration, employee reimbursements, project development, consultant services, and any other necessary costs allowable and approved by the City of San Bernardino. 2. Establish and operate for the use of the Project a designated account ("Account") segregated on the Fiscal Agents books. All amounts deposited into the Project Account will be used to support the project, minus any reasonable, previously agreed-upon administrative charges subject to the conditions set forth in the agreement between the City of San Bernardino and the Fiscal Agent. 3. Review documentation, including professional services agreements and other documents necessary for the performance of the responsibilities as the Fiscal Agent to the City of San Bernardino, and clarify any requirements, as necessary, with City staff and the Mayor and City Council. 4. Issue payments to organizations, and Nerve Center staff as agreed upon and authorized in writing by the City in advance of payment. 5. Maintain financial records on behalf of the City and submit to the City all financial records relating to disbursements made. 6. Maintain detailed records of all issued funds, remittances, and any other monies disbursed. 7. Provide quarterly reports to Advisory Board, and/or City staff describing programs and services provided, disbursements made, accounts receivable, payable and cash balances (I.e., the City should receive a brief narrative report, an income statement and a balance sheet quarterly.) 8. Attend City of San Bernardino Mayor and City Council meetings, or ad-hoc meetings as requested by City of San Bernardino staff. 9. Maintain records consistent with all applicable accounting and legal standards and City of San Bernardino document retention policies. 10.
