N0016419SNB56 - SOLE SOURCE - MK49 MOD 0 and MK49 MOD 1, SPARES, REPAIRS, AND ENGINEERING SERVICES - FSC 1005 - NAICS 336992Issue Date: 26 February 2019 - Closing Date: 13 March 2019 - 2:00 PM ESTThe Naval Surface Warfare Center (NSWC), Crane Division intends to extend a current Indefinite-Delivery Indefinite Quantity (IDIQ) contract for an additional four (4) years to procure the MK 49 Mod 0 and MK49 Mod 1 Gun Weapon System (GWS) Remote Operated Small Arms Mount (ROSAM) for Replacement, Spares, Repairs, and Engineering Services.The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with one source on an other than full and open competition basis to Rafael Advanced Defense Systems, LTD., (CAGE: S9285), Derech Akko P.O. Box 2250, Haifa Israel 31021, under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements.

This is being sole sourced due to the lack of sufficient technical data, duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. Responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the government to not compete with this proposed contract based upon responses to this sources sought is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.The government does not own or possess the necessary level III hardware documentation, drawings, specialized tooling, testing specifications and procedures which are proprietary to Rafael Advance Defense Systems, LTD. Therefore, this is not available and cannot be furnished by the government.
