The Mission and Installation Contracting Command - Fort Hood Office invites you to attend the Industry Day for the West Desert Test Center (WDTC) Mission Support Services acquisition at Dugway Proving Ground, Utah. Mission Support Service Acquisition - Scope: The Contractor shall provide services necessary to support and perform field, chamber, and laboratory test services in support of WDTC's mission. The Contractor shall work with chemical and biological simulants, lethal or incapacitating agents and test items that have been previously exposed to lethal or incapacitating agents to support the developmental and operational testing missions.Dates: May 1-2 2018Start Time: 8:00 AMEnd Time: 5:30 PMLocation: Dugway Proving Ground Command Auditorium, Building 5450. Parking is available near the west side of the building farthest from the building as you come in from the main gate.Industry Day is a two (2) day event. Attendees should plan for two (2) full days. The event will begin at 8:00
AM on both days. Attendees should plan on arriving to Dugway Proving Ground at least one (1) hour prior to the event so you may process through the Main Post Gate Security; obtain a visitor's pass and check-in at the event. Check in at the Industry Day event will begin at 8:00 AM Mountain Standard Time (MST) at the DPG Command Auditorium, Building 5450. An event agenda will be provided upon arrival on day one (1).Site visit / tours will be conducted on both days of the event. Questions during the visit are requested to be turned in at the end of each day so they may be compiled and provided to the appropriate personnel to provide answers. All answers will be provided to all questions via an amendment that will be posted to FedBizOpps. Visitors are requested to prepare a lunch both days or purchase lunch at the Ditto Diner. The average cost for lunch is between $7.00 and $8.00 dollars.Dugway Visitor Request (DVR) Form: Firms electing to attend Industry Day must email the attached DVR form to denitra.i.foy.civ@mail.mil and herbert.davila.civ@mail.mil not later than April 17, 2018. Due to security procedures, the persons attending the Industry Day must be listed on the DVR form. There is a limit of two (2) representatives per interested firm.Tooele, Utah is the closet city to Dugway Proving Ground. Travel time from Tooele to the main gate is approximately 45 minutes to an hour. Salt Lake City airport is the closest regional airport. Travel time from the Salt Lake City airport to the main gate is approximately 1 hour, 30 minutes. Firms are solely responsible for all expenses associated with their attendance at the Industry Day. Please visit the Dugway West Desert Test Center website at http://www.dugway.army.mil/ for more information about Dugway.Installation Access: Firms who have submitted the DVR form by the required date will be included on an access roster provided to the Dugway Proving Ground main post gate guards. When you arrive at the main post gate, you are to indicate to the guard that you are here for the West Desert Test Center Mission Support Services Industry Day event. Be prepared to provide your Government issued photo ID (i.e. Driver's License or state issued ID, or CAC etc.) at the main gate. If your DVR is not submitted timely, you will be required to submit your driver's license, registration and insurance for a background check which may take at least five (5) minutes at the Visitor Control Center located at the main gate. Also, provide the completed DVR form at that time. Be aware that your vehicle may be searched upon entrance and is subject to search at any time while on the installation.Safety: Please be aware that Dugway has a Chemical Agent Incident Response Assistance (CAIRA) and Biological Mishap Incident Response (BMIR) system. If at any time you hear a siren, please proceed to the nearest building and stay inside until cleared to leave.Cameras/Photography: Please observe the following rules regarding photography at Dugway. Use of cameras and cell phone cameras is a regulated activity and requires prior authorization. Camera passes are currently issued on an as needed basis, and by appointment only. Photos of the main gate are strictly prohibited.Lodging accomodations: There is a hotel located on the main post and it is opened to civilians. Guests are encouraged to reserve accomodations well in advance call by calling (435)831-6500. Lodging accommodations are also available in the city of Tooele, Utah.Draft Solicitation: The draft solicitation will be posted to FBO on April 12, 2018. The anticipated period of performance is March 24, 2019 through March 23, 2029. The resultant contract will be a cost plus fixed fee type contract. The NAICS code for this acquisition is 541715, Research and Development in the Physical, Engineering and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1000 employees. This acquisition will be solicited as a competitive small business set aside.
