Phoenix Lidar System Scout32/Harris Platform.

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Coastal & Hydraulics Laboratory (CHL) intends to award a contract on a sole source basis to Phoenix Lidar Systems LLC upon the basis of the authority provided at FAR 13.106-1(b).ERDC's Coastal & Hydraulics Laboratory in Vicksburg, MS intends to purchase a Phoenix Lidar System Scout32/Harris Platform.Phoenix Lidar Systems LLC is the only source reasonably available to satisfy the Government's requirement because of the configuration and capability that no other source is known to possess. The configuration of the Scout32/Harris Platform is comprised of a lidar scanner (Velodyne HDL-32e), navigation system (IMU-27), camera (A7Rii), Harris aerial platform, processing software, and accessories that create a seamless, flexible, lidar data collection system. This system can then be mounted to an Unmanned Aircraft System (UAS) to generate three-dimensional lidar point clouds that are accurate in space

to centimeter resolution. The Government requires a system that can support mobile deployment, thereby allowing researchers to capture an increased number of angles and phenomena to continue to advance research into coastal and bathymetric-topographic applications.The associated North American Industry Classification System (NAICS) code is 334519, which has a size standard of 500 employees.This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.
