PURPOSE AND OVERVIEW Multnomah County Department of Community Justice is seeking Parent Educators to present County- developed educational services, materials and information to people experiencing the transition of separation, divorce, or conflict related to unresolved parental disputes over the care and custody of children, as authorized by the Court and directed by the Department of Community Justice Family Resolution Services. INTRODUCTION Parent Educators provide educational services, materials and information to parents experiencing the transition of separation, divorce, or conflict related to unresolved parental disputes over the care and custody of children, as authorized by the Court and directed by the Department of Community Justice (DCJ) Family Resolution Services (FRS). Parent Educators will present a County-developed curriculum virtually. SCOPE OF WORK Parent Educators shall present information and materials concerning legal issues, child development, conflict resolution strategies and community resources to people who have custody and parenting issues before the Court. . To achieve this, Parent Educators shall perform the following services:  As requested by FRS, Parent Educators shall be available to teach (individually or co-teach) the following curriculums: “Parents Helping Children Cope with Family Change” or any other FRS-designated curriculum that meets the Court’s requirements and objectives for parents enrolled in the Parent Education program. The specific curriculum used for parent education classes shall be determined by Department of Community Justice staff.  Parent Educators shall assist FRS program staff with managing and maintaining a class environment conducive to learning and gaining applicable and beneficial parenting skills, and distribute materials, as needed, to participants.  Parent Educators shall be present in the virtual classroom at least 30 minutes prior to class starting and shall remain until all parents have departed from the virtual classroom.  Parent Educators shall notify FRS staff no less than seven (7) days prior to their scheduled parent education class if they are unable to attend/teach. Description  FRS staff shall notify CONTRACTOR three (3) months in advance to inform them of the class schedule and confirm their availability to teach.  Parent Educators shall attend twice yearly meetings for the purposes of program review and/or development, training in material related to delivering parent education, address general service delivery issues and/or resolve any operational problems.  Parent Educators will be supervised directly by Department of Community Justice (DCJ) staff during all classes and shall report directly to DCJ for all issues and/or concerns regarding these classes. Performance Measures The process for evaluating performance shall consist of FRS staff distributing online surveys to class participants at the end of each class and collecting completed surveys. Data from these surveys shall be forwarded to DCJ’s Research and Planning Unit for analysis. Additionally, FRS staff will observe CONTRACTOR performing duties to ensure quality of delivery and adherence to the curriculum materials. . COUNTY has established the following performance measure for CONTRACTOR to meet: . Of the people who attend the parent education course, at least 90% shall rate their instructor with a score of 4 or 5 to the survey question: “The trainer presented the information in a way that kept me interested.” . The performance measure may be modified or others added during the course of program operation, upon written agreement of the CONTRACTOR and COUNTY. METHOD OF AWARD In order to qualify, proposers must receive a minimum of 70% of the total points possible. The County may award multiple contracts from this RIPQ. . Upon qualification, proposers are placed in a pool of qualified vendors who will be eligible for potential contract awards. There is no guarantee that any contract will be awarded. FUNDING Funding of the work described in this RIPQ is not guaranteed. Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work will be provided and the contract will permit the County to add or remove work as necessary depending on need and availability of funding. The County does not guarantee that any minimum amount of services will be purchased. METHOD OF CONTRACTING A sample Services Contract is attached showing the standard terms and conditions. Carefully review the terms and conditions of the attached sample Services Contract. Additional Contract terms and conditions related to this procurement, if any, are set out below in the section entitled Special Contract Terms and Conditions. TERM OF CONTRACT The initial contract may be from one to five years with option(s) to renew with additional six month to one year periods depending upon length of time available until the procurement ends, continued need for services, funding availability and service performance. CONTRACT NEGOTIATIONS Once selected in the allocation process, the County will initiate contract negotiations with the Proposer. Negotiations will be based on the County's needs and resources at that time, as well as your availability and relevant skill set. The County reserves its right to terminate those negotiations at its discretion at any point and may negotiate with another qualified proposer or proposers. The fact that your proposal qualifies does not guarantee that you will be awarded a contract with the county. INSURANCE REQUIREMENTS Multnomah County minimum requirements for General Liability/Professional Liability Insurance have been waived for these contracts as long as classes remain virtual and a Multnomah County staff person is monitoring every class. Classes are currently being held virtually and it is unknown if there will be any in-person classes in the future. This does not abolish the Contractor’s obligation to indemnify, defend and hold Multnomah County harmless as required in Contract Terms and Conditions. . In addition, Workers compensation insurance at a minimum rate of $500,000 is required unless a completed Exemption form is completed (see Sample Exhibit 4 under Buyer’s Attachments). MINIMUM REQUIREMENTS At the time of proposal submission, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in rejection of the proposal.  The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local Portland time on the proposal submission deadline.  The Proposer must certify that they agree to the Proposers Representation and Certification terms in the Prerequisite page of the Sourcing Event. CONTRACT AWARD AND ALLOCATION PROCESS This is a formal, competitive, Request For Intermediate Qualifications (RIPQ) process as provided for under the authority of PUR-1. No contracts will be issued as a result of this RIPQ process. Our intent is to establish pools of qualified vendors who will be eligible for potential contract awards. There is no limit on the number of vendors that may be qualified under this RIPQ process. Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, Emerging Small Businesses, Service Disabled Veteran and Organizations in providing these services. ALLOCATION PROCESS Entirely separate from this qualification process, the department will allocate funds to those qualified providers who demonstrate the desired experience, skills, proficiency, certifications, and area of specialty that will best meet and match county needs. . The Department will conduct a funds allocation process to distribute available funds according to known system requirements and priorities. Allocations will only be made to providers who previously qualified under this RIPQ. Vendors may not protest funding allocation decisions. Funding allocation decisions will be made as needs arise. Allocation priorities and selection criteria may include:  If scoring of proposals is equal, then allocation decisions will be primarily based on the following criteria: o Provider experience and knowledge of the subject matter o Services able to be provided in client’s native language  County and Department strategic priorities  Contractor availability  RIPQ proposal information and evaluation input from the RIPQ raters  Past performance  Other factors as deemed appropriate by the funding allocation team Since the allocation process considers a variety of factors, funding may go to qualified Proposers who did not earn the highest overall RIPQ qualification score. Therefore, it will be possible to qualify under this RIPQ process and not receive a funding allocation due to resource limitations and other factors. The Department cannot predict usage of these services and does not guarantee any particular volume of business will be offered to any applicant who qualifies to provide services. . The Department will notify all Proposers whether or not they have qualified, and will internally determine the level of need for services. Department staff will contact the successful and qualified Proposer(s) for contract negotiations. The County will be awarding Requirements Contracts for these services. Requirements Contracts do not guarantee any level of funding and funding levels may change from year to year. . All Proposers seeking to provide services must submit a proposal and receive a minimum 70% of the total points possible in order to qualify. . The County reserves the right to qualify additional suppliers for these services as it deems necessary. All qualified suppliers will be added to one vendor pool, from which contracts will be awarded through the allocation process. COMPENSATION AND METHOD OF PAYMENT Payment under this contract will be at a Unit Rate (also known as Fee for Service). Any contracts issued will be a requirements contract whereby services are procured based upon the COUNTY’S need and demand and are paid at the rate established. There is no guaranteed minimum or maximum amount of service or payment established during the contract period. The sum of the total available points for this RIPQ is 100. Scores will be tallied via an autoscore system. .
