The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the capability to fulfill this requirement for compact medical FDA 510(k) cleared commercial Portable Automatic Enhanced Resuscitator Systems (US Army Line Item Number V05006) in support of the Medical Modernization Project Management Office (MOD PMO) of the U.S. Army Medical Materiel and Development Activity (USAMMDA) at Fort Detrick in Frederick, MD.The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing.THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; the Government assumes no financial responsibility for any costs
incurred.1. Background1.1. The MOD PMO of the USAMMDA is seeking Portable ventilators, also defined as mechanical or transport ventilators, to ensure that temporary respiratory support is provided to patients who have experienced illness, trauma, or other injuries that are unable or having difficulty breathing.  This requirement is specifically designed for the short-term hands-free mechanical resuscitation on non-breathing patients that can quickly be deployed in a pre-hospital environment by a medic and most first responders with limited training in an austere environment without supplemental oxygen source until the patient is able to be treated or placed on a full-featured ventilator at a medical treatment facility. 1.2. The currently fielded Portable Automatic Enhanced Resuscitator System is no longer procurable and must be replaced.2. Scope2.1. USAMMDA anticipates the award of multiple-award Indefinite-Delivery Indefinite-Quantity (IDIQ) Contracts to supply the portable field ventilators. The anticipated award date of the resultant contracts will be no later than 30 September 2021.2.2. The general scope of this supply requirement is to procure portable field ventilators.2.3. The ventilators will be delivered to various locations within the Continental United States (CONUS), as specified at the Delivery Order level.3. Capability Statement/Information SoughtAll qualified contractors (both large and small businesses) interested in this requirement shall submit one comprehensive and fully integrated Capability Statement to cover the requirements identified in the DRAFT Statement of Need (SON) (Attached to this Request for Information/Sources Sought Notice as Attachment 1). The response shall include the following:1) Organization name, address, email address, Web site address, telephone number, size and type of ownership for the organization under NAICS code 334510.2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational, staff capability, and production and logistics capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.3) A narrative that demonstrates experience, knowledge of, and participation of the tasks described in this Sources Sought Notice and in the Draft SON found as Attachment 1.4) A list (with brief descriptions) of at least three (3) contracts over the last five (5) years that demonstrate relevant past experience in similar size, scope, and complexity for all contractors included in the Capability Statement. The experience documentation should identify whether the participant was the prime or subcontractor. The past performance documentation is limited to one page per contract description.4. Submission InstructionsInterested parties who consider themselves qualified to meet the requirements detailed within the attached Statement of Need are invited to submit a response to this Sources Sought Notice by 10:00 A.M.
