NATO International Competitive Bidding (ICB): Restoration/Upgrade of Pipeline Pump UnitsICB-2PL05467-MThe Federal Republic of Germany intends to announce International Competive Bidding (ICB) for the upgrade of two HPPS pump units for the Bitburg – Findel pipeline.In order to bid on the project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibilty (DOE) by the U.S. Government.The reference for this project is ICB-2PL05467-M and all correspondence in relation to the project should refer to this reference. Although it is planned to place contracts covering the works/services as a whole, the tender call may provide for a subdivision into separate lots.The German building authority will ask for proof of suitability requirements. These will have to be submitted with two completed
questionnaires. Non completion or insufficient completion of the questionnaires may result in the exclusion from the tendering procedure.Applications to supply private extension systems or other telecommunication installations, which are to be connected with public telecommunications network, must be done under the regulations of the Radio and Communications Systems Act (FTEG).SUMMARY OF REQUIREMENTConstruction of a building annex, including weather protection (housing) next to the existing manifold including all required adjustments for both pump units HPPS with electric drive including frequency converter and electric installations, installation of the frequency converter, and cooling system in the new upgraded room.Installation of a liquid-tight retention collecting basin or area.Pipe installation and connection to the high pressure manifold for both pumps.Adjustment/change of the power supply for both pumpsDelivery/modification of the monitoring equipment for the pumps units and the station Remote control and monitoring of 6BIP2.2 (new) and analogously 6BIP2.1 (existing).Lighting, grounding and lightning protection systems.Installation of lifting tools and ventilation system for both pumps.Function test, test run, and participation in the acceptance by an authorized expert for both pump units.BECOMING ELIGIBLE TO BIDNATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB.  U.S. firms are approved for NATO ICB on a facility-by-facility basis.The U.S. NATO ICB application is a one-time application.  The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.U.S. firms can download a copy of the U.S. NATO ICB application from the following website:http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunitiesThe Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the project- the name/phone/FAX/email of the company employee who should receive the bid documentsAfter approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project.  DOC will transmit the DOE to the NATO contracting entity. IMPORTANT DATESU.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by 06 July 2021The German building authority distributes the ICB documents to firms that have been issued a DOE (planned): 26 November 2021Bid Closing (estimated): 07 January 2022Contract Award: 21 February 2022Period of Performance: March 2022 - April 2023
