Introduction Project Overview/Justification: Modernize current Data Center Infrastructure systems and facilities for the State of New Hampshire. Goals and Objectives for Managed Datacenter Services and Operations: CoLo Infrastructure 1.1.2. Scope of Work (SOW) Overview The State of New Hampshire, Department of Information Technology (DoIT), seeks proposals for a project to migrate its data center facility. The proposal should outline plans for moving all current production systems from the headquarters to a new co-location (co-lo) data center without relocating aging or near-end- of-life hardware. The project aims to achieve the following objectives: Transition workloads to a Tier 3-capable platform. Implement a hybrid cloud architecture, utilizing distributed cloud and/or hyperconverged infrastructure. Provide on-demand capacity with a 20% reserve. Transfer production workloads from owned data centers to the new co-lo platform. Establish a metered, consumption-based server and storage platform supporting chargeback. Enable support for Containers as a Service (CaaS). Implement a consumable, scalable virtualization platform supporting Windows and Linux virtual servers, as well as database virtualization (including Oracle) with all necessary licensing. The key Success Measures & Metrics for this initiative are as listed below: Minimize risk to the businesses (agencies). Ensure systems operate as well as or better than before migration. Complete the project within budget, with a 10% contingency allowance. Maintain business impact without sacrificing schedule adherence. Develop a scorecard to track progress, identify risks, and detail risk mitigation strategies. The Price Proposal must be labeled clearly and submitted separately from the Technical Proposal. Late submissions will not be accepted. Delivery of the Proposals shall be the Vendors responsibility. The time of receipt shall be considered when a Proposal has been officially documented by the Agency, in accordance with its established policies, as having been received at the location or via email as designated below. The Agency accepts no responsibility for damaged, mislabeled, or undeliverable mailed or emailed Proposals. If the Agency determines to make an award, the Agency will begin negotiations with a Vendor based on these evaluations. Should the Agency be unable to reach agreement with the high scoring Vendor during Contract discussions, the Agency may then undertake Contract discussions with the next high scoring Vendor and so on; or the Agency may reject all Proposals, cancel this RFP, or solicit new Proposals under a new acquisition process. The Agency will use a scoring scale of one thousand (1000) Points. Points will be distributed as set forth in the table below. Oral interviews and reference checks, to the extent they are utilized by the Agency, will be used to refine and finalize technical scores. 4.2 Scoring Detail 4.2.1 Scoring of the Proposed Solution The Vendors Proposed Solution will be allocated a maximum score of 225 Points. The main purpose of this section is to measure how well the Solution meets the business needs of the Agency. 4
