Scope of Services
Pasadena Public Library seeks a vendor who can provide high quality paperback and board books in large quantities, both single titles and in bundles, in new condition, at significantly discounted prices. The books are to be utilized as incentives in support of various Pasadena Public Library literacy and reading programs for children and young adults.
Available inventory of books should meet the reading needs of juvenile and young adult audiences (ages 0 – grade 12) and include books in English, Spanish and bilingual (English/Spanish) formats. Inventory should include fiction, comics/graphic novels, and a nonfiction selection that covers a range of subjects, including Science, Technology, Engineering, Art, and Mathematics (STEAM) topics, Biographies, and History. Books offered should also display a racial and cultural diversity of characters, authors, and illustrators.
Discounts on individual titles and bundles should average 70% or more off the list price, and the average price per book should be less than $3.00. Selected Vendor will have sufficient inventory to accommodate single orders of 2,000 books or more, including up to 50 copies of a single title. Orders must ship with no delivery or handling charges. This request is for materials only: no processing or cataloging services are desired.
Estimated value of bid: $24,000.
Bids will be evaluation on the following:
- Price of books
- Selection of titles available
- Variety of books for wide range of ages
- Ability to provide bulk amounts of a single title

1. PRICING MUST BE VALID from OCT 2021-JUN 2022.
2. Any incomplete bid will be ruled unresponsive and may not be considered for an award.
3. Awarded vendor will be required to provide the following: (a) W-9 (b) completed vendor questionnaire form for new vendors (c) insurance documents, if vendor is coming onsite. Please refer to the attachments for samples of the forms. (d) invoices to be uploaded electronically to the City's website at
https://invoice.cityofpasadena.net/ (e) invoices to be submitted no later than 7 days after the required delivery or completion date. Invoice must clearly specify the PO number, detailed description of goods and/or services as applicable (ex. unit price, quantities billed, extended totals, service date, service location, hourly rate, hours billed), and any applicable taxes.
