THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor's submission of responses to this RFI, the Government's use of such information, nor the Contractor’s attendance at Industry Day. The Government reserves the right to reject, in whole or in part, any
Contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. ITEM DESCRIPTION - Naval Surface Warfare Center (NSWC) Crane has a requirement for supplies and services associated with providing and installing high gain antennas on C-UAS. The antenna applications will demand rugged construction that passes MIL-STD testing and meets antenna specifications documented herein. The Government anticipates soliciting this requirement as full and open competition procurement. The performance requirements for this effort will include installation of and a service plan for the antennas. This requirement requires in-depth knowledge, understanding, experience and implementation of MIL-STD-3007G as well as other Federal Regulations and Instructions to be specified within the formal RFP. PURPOSE – This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP. NSWC Crane is issuing this RFI announcement to gauge interest in the above referenced tasking and provide known characteristics as well as notate anticipated Contract vehicle for this upcoming procurement. The purpose of this RFI is to solicit potential interest from industry on the project as well as obtain industry questions to assist the Government in documenting all necessary characteristics and project objectives for the formal RFP. The Government anticipates posting a DRAFT RFP approximately within Q4 FY24 and solicit Contractor proposals that meet the Government required system salient characteristics, delivery and installation objectives, product support and maintenance requirements. Anticipated Period of Performance will cross over FY23-FY24. REQUIREMENTS AND OBJECTIVES - The characteristics listed below are a general overview of what the Government anticipates may be required for the antennas. The Government will accept questions, comments, and/or feedback on the feasibility of the below objectives and/or characteristics. It is the Government’s desire for Contractors to provide feedback if any of the below characteristics are outside of applicable regulations and/or project feasibility. Specifications listed below include gain requirements for three different ranges based on high level requirements. Antenna Technical Requirements: ELECTRICAL SPECIFICATIONS: Directional Antenna Low Band: Frequency Range: Directional antenna that operates at 20-1000 MHz. It is critical to maximize the antenna gain at the following frequencies of interest: 433 MHz, and 915 MHz. Gain1: Same requirements for Range 1, Range 2, and Range 3 Band A: >+3 dBi @ 0° (- 5°, 10°) for 400MHz – 480MHz Band A#: >+10 dBi @ 0° (- 5°, 10°) for 800MHz – 950MHz Gain provided is the ideal value. If the gain is not met, then lower gain can be considered. Gain outside of specific bands of interest: >= -10 dBi VSWR: 2:1 Maximum Input Impedance: 50 Ω Nominal Power: >= 60 Watts Polarization: Vertical Main Lobe Beamwidth : Azimuth: 180°, Elevation: >= 30° (antenna electrical and/or mechanical up-tilt is permitted to attain elevation angle and center the beam above the horizon where applicable) Input Connector: Type N Male Smaller size, weight design will be given preference. Note: A single antenna covering both frequency ranges (Band A and Band A#) is preferable, but a two-antenna solution will also be considered. If two separate antennas are used, then recommend diplexer with high rejection and low insertion loss. Provide model number and specifications. Directional Antenna Mid Band: Frequency Range: Antenna that operates at 800-2500 MHz, It is critical to maximize the antenna gain at the following ISM band of interest: 2400 MHz. Gain2: Range 1 Band B: >+4 dBi @ 0° (-5°, 10°) at 1300 MHz, and 2400 MHz – 2490MHz Range 2 Band B: >+8 dBi @ 0° (-5°, 10°) at 1300 MHz, and 2400 MHz – 2490MHz Or Range 3 (Preferred) Band B: +12 dBi @ 0° (-5°, 10°) at 1300 MHz, and 2400 MHz – 2490MHz Gain provided is the ideal value. If the gain is not met, then lower gain can be considered. Gain outside of specific bands of interest: >= -10 dBi VSWR: 2:1 Maximum Input Impedance: 50 Ω Nominal Power: >= 60 Watts Polarization: Vertical Main Lobe Beam Width: Azimuth: 180°, Elevation: >= 24° (antenna electrical and/or mechanical up-tilt is permitted to attain elevation angle and center the beam above the horizon where applicable) Input Connector(s): Type N Male Smaller size, weight design will be given preference. Directional Antenna High Band: Frequency Range: Antenna that operates at 2000-6000 MHz. It is critical to maximize the antenna gain at following ISM band of interest: 5800 MHz. Gain3: Range 1 Band C: >+13 dBi @ 0° (-5°, 10°) for 5150 MHz – 5890 MHz Or Range 2 Band C: +17 dBi @ 0° (-5°, 10°) for 5150 MHz – 5890 MHz Or Range 3 (Preferred) Band C: +21 dBi @ 0° (-5°, 10°) for 5150 MHz – 5890 MHz Gain provided is the ideal value. If the gain is not met, then lower gain can be considered. Although the Government is not requesting that Contractors comment on elements of the specification in response to this RFI, the Government will review any feedback Contractors may have about potential details that they believe should be accounted for in a final RFP.
