Veterans Affairs, Network Contracting Office 4, is conducting a market survey to identify potential sources to perform a firm fixed price contract, to include a base year and four possible option years, for compressed valet parking services in Pittsburgh, PA, as follows (description is not comprehensive): VA PITTSBURGH HEALTHCARE SYSTEM COMPRESSED PARKING 1 GENERAL CONDITIONS: 1.1 The Department of Veterans Affairs Pittsburgh Healthcare System (VAPHS) consists of the University Drive Campus, HJ Heinz Progressive Care Center, Community Based Outpatient Care Clinics in Beaver, Belmont, Fayette, Washington and Westmoreland counties and ancillary services in the Pittsburgh, PA metropolitan area. VAPHS consolidated its operations from three campuses down to two in 2013 and has experienced a substantial increase of clinical appointments beginning in 2014 without commensurate increase in the amount of available parking at the two remaining campuses. 1.2 The University Drive (UD) campus is located in the Oakland section of Pittsburgh. This is the site where VAPHS severe parking shortage and congestion exists. It is an acute care and inpatient behavioral health facility with 146 beds available for medical, neurological, and surgical care in the main facility and 78 secure, private psychiatric beds in the consolidation building. This campus also receives the most outpatient visits of all VAPHS facilities. Approximately 2,850 people are employed at the UD campus of VAPHS. This includes full and part time employees, with a full-time equivalent count of approximately 2,575 employees. The facility is a 24/7 operation, so all of these employees are not on site at once, and many of them use the VA s Transit Benefit Program, which excludes them from receiving a parking permit. VAPHS can expect an average of 1300 patient visits on a normal business day, and 1500 employees to be working during the peak business hours of 8:00am to 2:00pm, Monday through Friday. 1.3 The UD campus contains a nine-story parking garage and other parking lots. There are six vehicle entryways to the parking area and three for pedestrians. Virtually every square foot of the campus is in use, with no substantial open/unused area whatsoever. There are about 1500 total parking spots at UD, and capacity to park approximately 1870 vehicles when compressed under current practices (most employee parking areas). Experience has shown that with compressed parking, VAPHS can provide acceptable levels of service when there are up to approximately 1200 outpatient appointments in a day. When this number is exceeded, parking and traffic difficulties become unacceptable. At 1500 appointments per day, VAPHS can expect traffic backups extending hundreds of yards off campus out into the streets of Pittsburgh and wait times to get into and out of the parking garage approaching one hour. 2 DESIGNATED COMPRESSED PARKING LOTS: 2.1 VAPHS is currently using compressed parking on the second through sixth floors of its University Drive parking garage. Any proposal should address which areas the Contractor intends to compress park, even if those areas are not currently being used. VAPHS will provide written constraints and limitations on what areas can be used and in what manner. 2.2 The Contractor shall have complete control of vehicles parked in designated compressed parking area(s) in order to maximize the space available and facilitate a smooth operation. The Contractor s proposal shall thoroughly explain how it intends to maximize use of the space available through double (or greater) parking compression. The Contractor shall be responsible for parking control and monitoring the designated parking areas assigned for the compressed parking operation. 2.3 The Contractor must possess the skills necessary to provide a safe, courteous, efficient work force capable of providing compressed parking at VAPHS. To be considered, a plan must show details that will allow VAPHS to guarantee to its employees and patients that the time from arriving at the facility by personal vehicle to walking in the door after parking will not exceed thirty minutes with departure taking a similar time. 3 WORK TO BE PERFORMED: 3.1 The successful Contractor will provide a sufficient work force to perform compressed parking service, and tailor that work force to the needs of VAPHS at various times and various patient loads so that the desired result is achieved with the best economy possible. 3.2 The Contractor shall be required to furnish all necessary and appropriate labor, supervision, materials, equipment, and supplies to provide Compressed Parking Services. The Contractor shall provide Compressed Parking Services to alleviate parking delays experienced by patients and employees at VAPHS. The Compressed Parking Services shall be intended to accommodate Veteran patients, visitors, and employees. The Contractor shall be required to: a. Provide VA approved parking claim checks, secure keys, park, deliver, and/or direct certain vehicles to and from the greeting area and various other points throughout the parking facility. b. Provide professional parking attendant booth(s), locking key cabinet(s), safety cones, signs, and other supplies, materials and/or miscellaneous items necessary to operate and manage the compressed parking services. All signs shall at least 30 x 30 and hand-written signs shall not be allowed. c. Provide VA approved walkie-talkies or telephones for the compressed parking staff to communicate with VAPHS staff. d. Provide and install a minimum of 2 "No Tipping" signs. The No Tipping policy shall be strictly enforced. Compressed parking attendants and all other parking staff shall be restricted from accepting tips of any kind. e. Provide and install a minimum of 2 Insurance Liability signs for vehicle damage claims. f. Constantly assess VAPHS parking situation, taking into consideration all parking spaces available in order to adjust the level of parking service and personnel required to perform under the contract without exceeding the required wait time for entry and exit from the facility. g. Provide parking and traffic control recommendations as deemed appropriate and necessary to provide quality services. 3.3 The Contractor shall provide fully trained, experienced parking attendants who possess a valid State Driver s License, be U.S. citizens and be fluent in the English language. Contractor personnel shall be at least 18 years of age, have no criminal history, and be able to perform all general duties, functions, and activities as identified in the PWS. The Contractor s staff qualifications shall also include expertise in the proper operation of all types of vehicles reasonably likely to need parking service, and a commitment to the highest level of respect, courtesy, compassion, and safety. Attendants shall be able to safely operate automobiles up to 3⁄4 ton capacity with both automatic and manual transmissions. Patients driving buses or large motor vehicles shall be directed to self-park their vehicles in the parking areas designated by VA Police. The Contractor shall not be required to park these vehicles. If it becomes necessary to move these types of vehicles due to illegal parking, compressed parking attendants shall immediately call VA Police. 3.4 The Contractor shall furnish (at its cost) evidence of qualifications and a competency assessment of all employees. Such evidence shall include, but is not limited to, copies of driver s licenses, motor vehicle operator records/histories, and copies of security background checks. 3.5 The Contractor shall be responsible for providing a facility orientation to all compressed parking attendants and offer a training program on security, safety, emergency procedures, accidents/injuries, and communication with VAPHS staff. The Contractor shall maintain documentation certifying that all employees assigned to the contract have received the aforementioned training. If deemed necessary by the Government, additional training shall be offered at VAPHS and scheduled at the post award meeting on a mutually agreeable date and/or coordinated with the COR. 3.6 The Contractor shall provide consistent, responsive, secure, and efficient compressed parking for VAPHS. The Contractor shall be responsible for providing patrons with a parking claim check/ticket, securing keys, parking, delivering, and directing certain vehicles to and from the drop off and pick up area or parking spot to which a patron is directed. All vehicles parked by the parking attendants shall be locked and secured. Drivers keys shall be secured at the parking attendant booth(s) or in the physical possession of a parking attendant never left unattended on/in a vehicle or any other unsecure location. A claim check shall be issued to the driver using the compressed parking service. Claim checks shall contain the Contractor s liability disclaimer. 3.7 The Contractor shall be responsible for screening out vendors and employees from inappropriately using patient/visitor parking areas at VAPHS. The Contractor shall be responsible for directing vehicles to proper parking locations. The Contractor shall designate a full-time supervisor to be on site during set-up/tear-down operations, and performance of the work. The Contractor shall provide adequate on-site supervision at all times in order to handle customer concerns and parking incidents. Duties of the supervisor shall also include, but not be limited to, customer relations, training the Contractor s employees, and improving all compressed parking services and coordinating all work and additional services with the Contracting Officer s Representative (COR). 3.8 The Contractor shall coordinate with the COR to designate front drop off and pick up area(s) near entrance for the loading and unloading of handicapped patients/patrons so as not to interfere with normal compressed parking operations. Handicapped patients/patrons shall be permitted to proceed to the designated drop off and pick up area(s) and the parking attendants shall then be required to park the vehicles or direct the drivers to a handicapped space for self-parking. Patients with handicapped placards or license plates on their vehicles shall be given the option of self-parking in handicapped slots. 3.9 Compressed parking attendants shall be required to assist parking patrons getting in and out of their vehicles as well as assist with removal of wheelchairs, walkers, carts and/or personal medical equipment from vehicles if requested. Compressed parking attendants shall provide minimal assistance but shall not be required to lift or pick up patients while assisting them to get in and out of their vehicles. Parking attendants shall deliver Government-provided wheelchairs as needed and coordinate with designated VAPHS employees/volunteers to facilitate patient transportation from the greeting, drop off, and pick up areas to medical appointments and back to the parking areas. 3.10 After notification of contract award, the Contractor shall have fifteen calendar days for full operation implementation and to finalize staff requirements including Government-administered background investigations, etc. The Contractor shall be required to implement its proposed compressed parking service plan and perform on a day-to-day basis for the duration of the contract. 3.11 The Contractor shall provide adequate on site supervision at all times in order to handle disruptive behavior of any parking attendant performing work under the contract. The Contractor agrees to permanently remove any member of its parking staff from performing work associated with this contract, if at the sole discretion of the VA, the employee poses a health and safety risk to any patient or individual requiring services, or if the COR disapproves of the conduct due to interferences with the business or operation of VAPHS. 3.12 The Contractor shall promptly and courteously respond to complaints within 10 working days, including complaints brought to the Contractor s attention by the COR. The Contractor shall maintain and provide monthly to the COR a written record of all complaints, both written and oral showing the identity of the individual, the nature of the complaint, and the Contractor s response. 3.13 The Contractor shall develop a Quality Assurance (QA) plan, and be responsible for complying with all appropriate regulations and guidelines of the Joint Commission (JC), Occupational Safety and Health Administration (OSHA), Department of Transportation, and/or any other pertinent federal, state, and local policies relating to the work outlined in this document or compressed parking services generally. The Contractor shall provide adequate on-site supervision at all times in order to achieve quality assurance and to handle all customer concerns and parking incidents. All tasks accomplished by the Contractor personnel shall be performed to preclude damage or defacement to vehicles or Government-owned furnishings, fixtures, equipment and facilities. The Contractor shall report any damage observed or caused by the Contractor personnel to the COR. The Contractor shall be responsible for the replacement of items or to repair vehicles or facilities to previous condition, if the Contractor is determined to be at fault for the damage. 3.14 Each employee of the Contractor shall sign in with the VA Police at the start of each work period, and shall sign out at the end of each work period. If Contractor s employees leave VAPHS for a break in the middle of a work day, they shall similarly sign out and sign back in when they return. These sign-in/sign-out lists shall be maintained by the COR and will be part of the quality assurance documentation for this contract. 3.15 Compressed parking staff shall be neat and clean in appearance. The Contractor shall be required to provide uniforms for all compressed parking staff performing under this contract. Uniforms shall include identification of the Contractor by company name and employee name. Uniforms must be consistent in style and color and shall be worn at all times during performance of the contract. The uniform style shall be approved by the COR prior to contract implementation. 3.16 The Contractor shall establish a method to validate the number of vehicles parked per day (i.e. parking stubs) and submit a weekly report to the COR within seven calendar days after each week ends. The report shall summarize the number of vehicles parked by attendants based on date and time (sorted by morning rush hour, mid-day, or afternoon rush hour). The report shall also identify the peak hours during the day and how many vehicles were parked during those peak hours. The report shall also include any incidents, accidents or special situations with patients, visitors, VA employees, or VA volunteers. The reports must be legible and easy to understand. Reports should be signed by the Supervisor and/or authorized representative of the Contractor. Contractor may provide for approval a sample of the types of report forms used on similar projects. 3.17 The Contractor shall respond to alerts or emergencies, by providing assistance to injured or stranded persons in emergency situations, and/or by notifying the VA Police. It is imperative that this area be free of any vehicles in emergency situations or when a fire alarm is activated. The Government may provide an Emergency Plan brochure to the Contractor at the time of contract award. The Emergency Plan brochure describes reporting procedures for a variety of emergency scenarios including cardiac arrest, hazardous material spills, disruptive and/or dangerous behavior, etc. In the event of an incident or emergency, compressed parking staff shall be required to call VA Police, or if a Medical Emergency: 911. Capabilities Statement and Documentation: Companies are invited to provide their capabilities, experience and knowledge in the provision of compressed valet parking services.
