Request for Qualifications 2024 On-call Civil Engineering Review and Inspection Services The City of Mill Creek (henceforth, “City”) is advertising a Request for Qualifications (RFQ) to select an engineering consulting firm to provide diverse civil engineering design and permit application review and construction inspection services from a period starting approximately January 2024 and lasting one calendar year. Projects to be reviewed typically include private residential or commercial development/redevelopment activities, larger landscaping projects, private/franchise utility operation and maintenance activities within the City right-of-way (ROW), etc. The City generally provides these services internally, but current staffing levels and anticipated new staff training requirements both limit expected internal staff capabilities and resources. As timely service to the public is a priority for the City, this contract will be used as a short-term (duration of contract) means to
reliably maintain required levels of service. The City prefers to enter into one contract with a consulting firm or team with the capabilities to comprehensively address all design review and construction inspection needs described in the RFQ Scope of Services section below. However, at the sole discretion of the City, the City may enter into up to two (2) separate contracts with qualified firms that together fulfill the scope of services described herein. The City retains a future option to consider the selected consulting firm for up to one (1) calendar year extension of an awarded contract. No submittals will be accepted after that date and time. Postmarks will not be accepted in lieu of this deadline requirement. It is the sole responsibility of the candidate firm to ensure their submitted SOQ is received by the City before the listed deadline. Please submit your SOQ document to the City and to the attention of Dan Carmody. SOQ documents can be delivered to the City using one of the following options: • Email electronic document to Dan Carmody at dan.carmody@millcreekwa.gov Electronic SOQ document submittal is preferred by the City. • Postal mail to: City of Mill Creek Department of Public Works and Development Services Attn: Dan Carmody 15728 Main Street Mill Creek, WA 98012 • Hand-deliver to City Hall South building: City of Mill Creek Department of Public Works and Development Services Attn: Dan Carmody 15728 Main Street Mill Creek, Washington RFQ Scope of Services Civil engineering design and permit application review services will generally include the following disciplines or applications: • Grading/earthwork • Vegetation clearing and temporary erosion & sediment control (TESC) plans and documents (i.e. erosion control drawings, Stormwater Pollution Prevention Plans (SWPPs), etc.) • Street/ROW channelization/rechannelization plans • Traffic/transportation engineering • Temporary ROW traffic control plans • Stormwater drainage reports/memoranda prepared in accordance with the currently- adopted City standard manual • New and modification of stormwater utility conveyance, facilities, and/or best management practices (BMPs), including Low Impact Development (LID) • Geotechnical engineering report recommendations specifically as they pertain to and are applied to design and permit applications for the previously-listed disciplines Inspection activities will generally support the requirements and conditions of approval developed during design and permit application reviews for the above disciplines. Materials testing services (including soil/geotechnical, concrete, and asphalt) or other analytical testing services relating to construction inspection activities may be considered either in the contract scope or as a future contract scope option. Additionally, regular inspections of active construction/redevelopment sites for TESC compliance with both City requirements and the current municipal Phase II Stormwater Permit for Western Washington will be included. In addition to review and field inspection activities, the scope of services will include attendance at development-related meetings, both on-location in Mill Creek and remote (i.e. telephone, Internet video conferencing, etc.). Meetings may include comment review or conditions of approval meetings with applicants, preconstruction meetings, project status meetings with a permittee or their contractor, etc. Format for Statement of Qualifications SOQ documents shall be formatted for the ease of the reviewer in determining your firm’s qualifications and suitability for consideration. Content that is either excessive or unrelated to the services advertised for in this RFQ is discouraged. SOQ documents should include the following: • A description of your proposed team members, including subconsultants. Identify clearly your on-call services contract/project manager and describe the roles of other team members (both internal and subcontracted). Provide summary resumes for key team members. • Provide an overview of the team’s recent experiences providing engineering review, inspection, and similar support services. • Provide a demonstrated familiarity with the City of Mill Creek policies, practices, Code, and standards applicable to the services to the public described herein. • Identify and describe, with client contact information suitable for reference checks, a minimum of three (3) successfully-completed on-call civil engineering review contracts for Washington municipalities or other local public agencies (preferably in Snohomish, King, Pierce, and/or adjacent counties) providing services to the public similar to those described herein. For each reference provide agency/owner, title, phone and email information, and a brief description of the project including design and construction costs. Consultant Selection Process and Anticipated Schedule Each submittal will be evaluated and scored based upon the quality of responses the candidate firm includes in the submitted SOQ document. Scoring will be based on evaluation of the following categories, with equal weight applied to each: • Applicable Team Member Experience • Applicable Team Recent Experience • Reference Feedback • Demonstrated Knowledge of City of Applicable Mill Creek Policies, Practices, Codes, and Services The City of Mill Creek anticipates selecting a consultant by the end of December 2023. Contract authorization may require City Council approval during January 2024, with consultant notice to proceed to follow.
