** NOTE - This sources sought announcement is issued for the purposes prescribed in the Federal Acquisition Regulations (FAR) Part 10 "Market Research", and is for informational and acquisition planning purposes only. This notice is not a request for quote (RFQ) and a formal solicitation is not available at this time. The government may also use information received to better define their requirements. - NOTE** The Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in providing the night vision equipment and supplies identified in the attached list, in addition to general familiarity training on those supplies in the country of the Philippines. It is anticipated that
if any resultant solicitation or contract action is executed, it will be a Firm-Fixed-Price (FFP) commercial acquisition. In response to this RFI, interested parties are invited to submit a notice of interest (no more than 10 pages) to Stephanie Barfield, stephanie.barfield@navy.mil and Kaitlin Lockett, kaitlin.lockett@navy.mil with the subject of "Philippines Rifle System Kits and Accessories Source Sought Notice". Interested parties should include the following information in/with their email: •· Company name, CAGE code, and address•· Point of Contact (POC) name, telephone number, and e-mail address•· Company size, as defined by the Small Business Administration (SBA) under NAICS code 332994•· Existing contract vehicles currently held by the company that could be used to procure the necessary items •· Standard product familiarization training description (to include number of hours, content, etc.) and confirmation that the company can support the training in the Philippines•• Training shall be provided in the English language •• Shall provide training materials and aids associated with operation of the supplies (operator and maintenance guides)•• Class size to be determined•· Past experience providing the required items (products and training, domestically and/or overseas)•• Date of sale•• Customer•· Standard timelines for delivery and success at meeting those timelines•· State whether there is the ability for government personnel to conduct inspection and acceptance at their facility prior to packing, marking, and preparing the products for shipment•· The source of the notice the response is in reference to (e.g. FBO, GSA E-Buy, FEDBID, etc.); this same notice will be posted on multiple platforms seeking industry input•· Any other relevant information that could be used to assist the government in developing their acquisition strategy Responses confirming the ability to support part of the requirement will be accepted, but responses should clearly indicate which items can be provided by referring to the line item number from the attached list.
