The Owner executes both capital and noncapital projects through various departments and groups and the typical project management workflows require collaboration amongst various stakeholders (internal staff comprising of various users within Loudoun Water and external stakeholders namely design consultants, contractors, and vendors who entered into a

contract with the Loudoun Water or participating in the project implementation) to provide information to implement projects and make various decisions within the project life cycle. This RFI is for planning purposes only and is not a Request for Quote (RFQ), Request for Proposal (RFP), Invitation for Bid (IFB) or an obligation on the part of Loudoun Water to acquire any services. Responses to this RFI are not offers and can/will not be accepted by Loudoun Water to form a binding contract. Loudoun Water reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. Loudoun Water will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding firms’ expense. The information provided in this RFI is subject to change and is not binding on Loudoun Water.
