This announcement constitutes a Notice of Proposed Contract Action. The Office of AFLCMC/WNKAC intends to award a contract in support of Support Equipment and Vehicles. This requirement is for engineering services, testing, repair procedures and prototype support as related to structural, mechanical, and electrical design, and engineering/technical sustainment of the Advanced Concept Ejection Seat II (ACES II) program.This is a notice of intent that WR-ALC anticipates issuing an Indefinite Delivery Requirements-type contract utilizing Task Orders. The anticipated period of performance for this effort is a Basic Contract plus four (4) annual ordering periods. This requirement will be Firm Fixed Price (FFP) and will include Not Separately (NSP) data CLINS.The proposed contract action for this requirement will be sole source to the following Contractor:Rockwell Collins, Inc.dba/ Government SystemsCAGE:13499400 Collins RD NECedar Rapids, Iowa 52498-0505United StatesThis sole source
requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Please be advised that there is NO TECHNICAL DATA AVAILABLE and is proprietary to the identified source above. Therefore, this notice is NOT a request for competitive proposals as the Government does not own or possess the data necessary to facilitate competition for these services.However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.Electronic procedures will be used for this solicitation. Approximate issue date of the solicitation is 17 October 2022.
