Specialized Core Interview and Interrogation Skills CourseREQ- DJF-22-2300-PR-0001206PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price service contract with Pyxis Academy, LLC for Specialized Core Interview, and Interrogation Skills Course.The FBI Weapons of Mass Destruction Directorate (WMDD) has a requirement to develop and deliver a 3- to 5-day course focused on the HUMINT training of FBI agents and Analysts on operational collaboration with scientific/technical subject matter experts. The course must contain both domestic and international components, with possible contributions from personnel in the Weapons of Mass Destruction Directorate (WMDD), the HUMINT Operations Training Unit (HOTU), the FBI Laboratory and Field Offices. The 3- to 5-day interactive course will take place at an FBI-selected venue, must accommodate 20-30 students and cover,
at a minimum, the following elements:•             Principles and existential risks of the misuse of biological agents and toxins and the characteristics of personnel who would be involved in such activities.•             Use an adaptive team process to present an Operational Framework for the interview process, to include principles of persuasion, questioning strategies, cognitive dissonance, cognitive interviewing, and trust and negotiation.•             Traditional and innovative techniques of approach and relationship-building.•             Mitigating the vulnerabilities of U.S. scientists on dangers of foreign adversaries; and•             Operational exercisesThis notice will be distributed solely through the Official U.S. Government System for Contract Opportunities Website, SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The North American Classification system Code is 611430, Professional and Management Development Training.The FBI intends to negotiate with only one source under the authority of FAR 6.302-1.  This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  All capability statements or quotes shall be submitted to the Contract Specialist, Travis Haefler by email.  The email address is thaefler@fbi.gov Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Telephone requests will not be considered.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.  The FBI utilizes a financial system that has a direct interface with SAM.  Please ensure that your company’s SAM information is updated and accurate.  This includes:  TIN, EFT, DUNs, addresses, and contact information.  The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. All responses to this intent to sole source are due to the contracting specialist by 05:00 PM EST on August 13, 2022.
