FedCenter Web Portal

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement to develop, upgrade, and/or modify the existing FedCenter portal (FedCenter.gov) software environment to meet the evolving security requirements and functional needs of the FedCenter user community.  To complete this objective, new feature development, modernization of various existing program modules, and in-place software platform upgrades will be performed.Market research has found that Strictly Business Computer Systems, Inc. is the only vendor who is licensed to modify the commercial software used to run the FedCenter.gov portal.  The software development associated with this work will require development of new program code for the FedCenter.gov Web Portal as well as modification and customization of the KnowledgeDispatch version 3.5 commercial software used by the FedCenter.gov Portal.  The

KnowledgeDispatch 3.5 software is manufactured, licensed and sold exclusively by only one source, Strictly Business Computer Systems (SBCS), Inc.ERDC-CERL intends to award a purchase order on a sole source basis to Strictly Business Computer Systems, Inc. in accordance with FAR 13.106-1(b)(1).The associated North American Industry Classification System (NAICS) code is 541511 which has a size standard of $27,500,000.00.  This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.
