This Sources Sought/Request for Information (RFI) is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Air Force.The Air Force welcomes responses from all interested parties. The general requirement is commercial satellite internet solution using LEO (Low Earth Orbit) satellites at Aviano Air Base, Italy. The intent of this contract is to provide satellite terminals and internet service to the terminals enabling users to connect devices to the internet. The service provider shall provide materials required for the commercial internet service. All equipment will be provided by the company, to include permits or permissions to get the access point operational. The solution will be in accordance with all commercial, United States Air Force (USAF) and Italian Air Force (ITAF) regulations and standards.
Provider will deliver backbone commercial network access with a guaranteed bandwidth of 100 Mbps download and 40 Mbps upload. The latency of the service shall be at most 100 ms guaranteed. The service must also use Low Earth Orbit satellites as the backbone of the network. In addition, Service provider will allow the terminals to move to different locations/service cells;The bandwidth usage will be controlled to enable access by all customers without one customer affecting the other. The SATCOM system will permit unlimited data usage.Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the Air Force's review of the information received. Additionally, the Air Force does not intend to hold discussions concerning this RFI with any interested parties. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. However, the Air Force reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations.The Air Force will use this market research information to assess the market capability to successfully meet the Air Force's requirements for the performance of the commercial satellite internet solution using LEO (Low Earth Orbit) satellites at Aviano Air Base, Italy.Interested parties should provide their inputs and availability by email to TSgt Nicole Orr  (nicole.orr.1@us.af.mil) and SSgt Madison DeGarmo (madison.degarmo@us.af.mil) no later than 4 May 2022, 10:00 AM, Rome, Italy local time.
