Solicitation Description: NOTICE TO BIDDERSITB #7170-20-ELD             Sealed Bids addressed to Felix Orta, Purchasing Manager Electric Utilities, Lubbock Power & Light, will be received in the office of the Purchasing Manager, 1314 Ave K – 5th Floor, Lubbock, Texas, 79401, until 2:00 p.m. on the 17 th day of September, 2020, or as changed by the issuance of formal addenda to all planholders, to furnish all labor and materials and perform all work for the construction/refurbishment of the following described project:“ITB #7170-20-ELD, LP&L Replace Broadway Tunnel with LED Lights and Control Box Upgrades”            After the expiration of the time and date above first written, said sealed Bids will be opened in the office of the Purchasing Manager and publicly read aloud.   It is the sole responsibility of the Bidder to ensure that his Bid is actually in the office of the Purchasing Manager for Lubbock Power & Light, before the expiration of the date above first
written.It shall be each Bidder’s sole responsibility to inspect the site of the work and to inform Bidder regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the Bid submitted. A onetime site visit will be allowed on September 3, 2020 at 10:00am CST, Bidders are to meet at 515 Broadway, Lubbock, TX 79401.   Bidders are to email Felix Orta at Forta@lpandl.com to confirm attendance. Please note only one representative from the Offeror’s company will be allowed for the site visit. Face masks, hard hat, safety boots, and glasses required.Award to be made on an all or none basis, engineer’s estimated Cost: $75,000.00            The successful Bidder will be required to furnish a performance bond in accordance with Chapter 2253, Government Code, in the amount of 100% of the total contract price in the event that said contract price exceeds $100,000 and the successful Bidder will be required to furnish a payment bond in accordance with Chapter 2253, Government Code, in the amount of 100% of the total contract price in the event that said contract price exceeds $50,000.   Said statutory bonds should be issued by a company carrying a current Best Rating of “A” or better.            Bidders are required, whether or not a payment or performance bond is required, to submit a cashier's or certified check issued by a bank satisfactory to the Lubbock Power & Light, or a bid bond from a reliable surety company, payable without recourse to the order of Lubbock Power & Light in an amount not less than 5% of the total amount of the bid submitted as a guarantee that Bidder will enter into a contract and execute all necessary bonds (if required) within ten (10) business days after notice of award of the contract to him. FAILURE OF THE BIDDER TO INCLUDE BID SECURITY WITH THE BID SUBMITTAL SHALL CONSTITUTE A NONRESPONSIVE BID AND RESULT IN DISQUALIFICATION OF THE BID SUBMITTAL.IF PROVIDING A 5% BID SURETY BOND, THE BOND AND POWER OR ATTORNEY MUST HAVE ORIGINAL RAISED SEAL OR STAMP.   FAILURE TO PROVIDE THE ORIGINAL BID BOND OR POWER OF ATTORNEY WITH THE BID SUBMITTAL SHALL CONSTITUTE A NONRESPONSIVE BID AND RESULT IN DISQUALIFICATION OF THE BID SUBMITTAL, A COPY WILL NOT BE ACCEPTEDAttention of each Bidder is particularly called to the schedule of general prevailing rate of per diem wages included in the contract documents on file in the office of the Purchasing Manager Electric Utilities of Lubbock Power & Light, which document is specifically referred to in this notice to Bidders. Each Bidders attention is further directed to Texas Government Code, Chapter 2258, Prevailing Wage Rates, and the requirements contained therein concerning the above wage scale and payment by the contractor of the prevailing rates of wages as heretofore established by owner in said wage scale.Lubbock Power & Light hereby notifies all Bidders that in regard to any contract entered into pursuant to this advertisement, minority and women business enterprises will be afforded equal opportunities to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, disability, or national origin in consideration for an award.            Lubbock Power & Light does not discriminate against persons with disabilities.
