This sources sought notice is primarily for small businesses though all sources are encouraged to respond. The purpose of this sources sought notice is to help the National Nuclear Security Administration (NNSA) determine the most appropriate acquisition strategy/plan including the extent of interest in and feasibility of using one of the small business set-aside programs. This synopsis is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited.PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME.The NNSA Office of Acquisition Management, in support of the Office of Secure Transportation, is conducting a market survey to primarily determine the availability and technical capability of qualified small businesses, small disadvantaged businesses (SDB), 8(a) small businesses, woman-owned small businesses (WOSB), veteran owned small businesses
(VOSB), service-disabled veteran-owned small businesses (SDVOSB), and  Historically Under-utilized Business Zone (HUBZone) small businesses capable of providing a duel fiber and CO2 laser engraving system to engrave a variety of materials.  In accordance with FAR 19.201 (a), it is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business.  However, all available and capable sources are encouraged to respond.All responding firms are requested to identify their firm's size and type of business to the anticipated North American Industrial Classification System (NAICS) code.   For this acquisition, the NAICS code is 333517 – Machine Tool Manufacturing, and the Small Business Size Standard is 500 employees. The anticipated contract type is Firm Fixed Price.The laser engraving system that NNSA requires must possess the following capabilities:Include both a fiber laser (for firearms) for optimal engraving/etching of metallic items and a Carbon Dioxide (CO2) laser for optimal engraving/etching/marking of non-metallic materials (ceramic ballistic plates, nylon products, leather pouches for handcuffs, magazine pouches, etc). Have fiber and CO2 lasers with a power rating of at least 30 Watts (speed to engrave is important for more than 33,000 items of personal property).Possess a table-top or cabinet engraving/etching area.  Work area must be able to accommodate engraving/etching items as large as 30” x 12” (can accommodate a complete rifle upper assembly).Capable of engraving/etching cylindrical objects (i.e., rifle barrels, rifle scopes, etc.) up to 6 inches in diameter.Operate with power from standard 110 volt electrical outlet.Be able to accommodate engraving/etching from common computer Windows-based programs (i.e., MS Office Suite, MS Paint, etc.).  System shall not require use of proprietary graphics or design software (i.e. CAD-type programs) to mark materials. Facilitate the exhausting/venting of fumes created by the system away from the immediate work area.Priced within the $25,000 to $75,000 range.Include a commercial-grade warranty to manage an inventory of at up to 33,000 items or a nominal life expectancy of 10 years for such an inventory.Interested parties are invited to submit the following information:Name and address of companyA statement of capability. Statements of capability should be pertinent and specific in the area under consideration. Respondents should carefully review this sources sought and explain how their product meets each of the requirements laid out above.Capability to perform as Small Business Set-Aside. The Vendor shall also provide a short written narrative explaining how it can perform the work as a small business set-aside or why it cannot.All responding firms are requested to identify their firm's size and type of business to the anticipated North American Industrial Classification System (NAICS) code.Only electronic copies of capability statements will be accepted and should be emailed to:  Laura.Fresco@nnsa.doe.gov. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government.
