Army Contracting Command – Aberdeen Proving Grounds, Division B is releasing this Request for Information (RFI) on behalf of the Program Executive Office Enterprise Information Systems (PEO EIS). The U.S. Army PEO EIS is performing a RFI for the Army Accessions Information Environment (AIE) to include acquisition strategies. This is not to be construed as a commitment by the US Government to form a binding contract or agreement. The Government will not reimburse or pay for information submitted in response to this RFI. All submissions become Government property and will not be returned. This RFI is open to all business types.This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry through this exchange of information. Responses to this RFI are voluntary and will not affect any contractor's ability to submit a proposal if, or when, a solicitation is released. This RFI is for planning purposes only and
does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued.No entitlement to payment by the Government of direct or indirect costs or charges will arise because of the submission of information in response to this RFI. Proprietary information shall NOT be submitted in response to this RFI, nor will the Government be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this RFI. This RFI is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to this RFI and is not obligated by the information received.SCOPE:AIE is currently leveraging the Salesforce IL 4 platform and has executed software previews for a limited subset of users across the Army recruiting enterprise. The questions below seek industry feedback to support an upcoming RFP, which intends to solicit for the continued development and expansion of AIE capabilities.The Government is requesting that interested respondents review the following document, and provide a response to the Government in accordance with the questions and submission requirements listed below. Please note the document attached to this RFI is a draft and is subject to change at the time of Request for Proposal (RFP) release.Draft Performance Work Statement (PWS)RESPONSE FORMAT AND DELIVERY:Responses to this Request for Information (RFI) shall be no more than four (4) pages in length, to include diagrams, tables, etc. The cover page is not included in the four (4) page count and shall be a single page containing the information requested under “Administration Information.” Responses shall be in Times New Roman, 11-point font, with 1” margins. Files should be sent in a Microsoft Word compatible file or a PDF file. Files greater than 10MB cannot be transmitted through the network firewall. No exceptions will be granted on formatting requirements. It allows for quick changes in resource capacity based on user needs and technological availability while accessing the broadest industry expertise.Describe the contract vehicle(s) deemed most appropriate to deliver the AIE functionality described herein, annotating which vehicle is preferred. Please provide rationale for your responses.Describe the contract type(s) that would present any concerns or introduce any factors that would influence your willingness to compete; include rationale for each concern.Would your company be able to submit a proposal in 30 calendar days?Do you anticipate your company proposing on this effort? Participation (or non-participation) in response to this RFI will not preclude any vendor from responding to future acquisitions, either individually or as part of a team. Marketing brochures and capability statements alone will not be considered adequate information in response to this RFI.Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to any information submitted.The Government reserves the right to conduct one-on-one meetings in person or virtually with respondents to this RFI. The Government may or may not choose to interact with select respondents to perform market research.
