Implement a wildfire risk strategy and risk analysis modeling protocol to assess wildfire risk to Valley Water land rights and High-Value Resources and Assets (HVRAs). B. Develop a geospatial risk assessment framework that incorporates multiple data sources, factors in weighted HVRAs, considers the unique regulatory environment of Valley Water lands, and generates integrated wildfire risk profiles. C. Identify data/information gaps and potential data sources to support the holistic evaluation of wildfire risks to Valley Water lands and HVRAs. D. Develop a risk assessment and modeling framework that will provide land management approaches and recommended actions to reduce fire severity, while protecting sensitive ecological and cultural resources, and supporting the ecological benefits of Santa Clara County’s riparian corridors and other identified Valley Water lands, such as upper watershed lands and along asset rights-of-ways. Provide a risk assessment framework that will include a field methodology to assess the vulnerability of a particular site to wildfire, fuel reduction treatments based on types of locations and field conditions, and long-term maintenance approaches balancing fuel reduction activities within regulatory sensitive riparian corridors. E. Provide mechanisms to regularly review and update risk models to continually enhance Valley Water’s capabilities to recognize wildfire risk factors and mitigate against such risk factors. F. Define and prioritize vegetation management treatments to mitigate wildfire risk. G. Develop a risk-based wildfire framework to facilitate management strategies including: Where can wildfire risk be best mitigated How will treatments affect risk factors (likelihood and intensity) How will treatments affect potential impacts to HVRAs What combinations of activities can most cost-effectively mitigate wildfire risk. Other Details Minimum Qualifications: The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive: • The Proposer or Proposer’s employees shall have a minimum of three years of experience in developing integrated wildfire risk profiles, including the determination of potential wildfire likelihood and intensity at defined locations and the susceptibility to HVRAs from wildfire hazards. • The Proposer shall have experience in generating geospatial wildfire risk profiles using multiple datasets and data-sources. • The Proposer shall have experience recommending vegetation fuel load reduction strategies, methods and programmatic approaches to mitigate wildfire impacts, while also supporting and maintaining ecological health. • The Proposer shall have experience performing wildfire risk assessments and providing fuel reduction treatment strategies at a variety of geospatial scales, including at the watershed level to a small reach of creek. • The Proposer shall possess knowledge of regulations and codes regarding federal, state, and local environmental regulations and shall be familiar with local conditions relating to ecological communities, special-status species, and regulatory processes in Santa Clara County.
