Solicitation Description
Program administration services for the Homeowner Assistance Fund (HAF) Program in the City and County of Honolulu pursuant to Section 3206 of the American Rescue Plan Act of 2021 (ARPA). The HAF was established to mitigate financial hardships resulting from the COVID-19 pandemic by preventing homeowner mortgage delinquencies, defaults, foreclosures, loss of utilities, and displacement.
