The County of Sacramento (County) Department of Airports (Department) is soliciting proposals from qualified firms, organizations, and service providers to provide administrator services for a Community Workforce and Training Agreement (CWTA) in conjunction with the construction of six large-scale capital projects comprising the County’s “SMForward” projects at Sacramento International Airport (SMF). The County anticipates awarding one agreement under this Request for Proposals (RFP).The selected proposer will enter into an Agreement for CWTA Administrator Services at SMF with the County for an initial term of five (5) years, with two (2) additional one-year term extension options, for an potential total
term of seven (7) years. The services described in Section II of this RFP will be required for the following six SMForward projects (collectively, the “SMForward Projects”):Terminal B Parking Garage – construction of a new parking garage on the west side of Terminal B to provide an additional 4,500-5,500 parking spaces; to be delivered utilizing the design-build project delivery method, with the design-build contract anticipated to be awarded in the summer of 2024 ($390 million).Concourse B Expansion – construction of additional gates, a ticketing area, a baggage claim carousel, and office space; to be delivered utilizing the construction-manager at risk (CMAR) project delivery method and expected to begin construction in Winter 2024 ($250 million).Terminal A Expansion – Expansion of the ticketing area, addition of a baggage claim carousel, and office space; to be delivered utilizing the CMAR project delivery method and expected to begin construction in Winter 2024 ($50 million).Ground Transportation Center – construction of new transportation hub to allow for a more efficient ground transportation system; to be delivered utilizing the traditional design-bid-build delivery method ($50 million).New Terminal A Exit Road – construction of a new exit roadway to allow for a better flow of traffic; to be delivered utilizing the traditional design-bid-build delivery method ($15 million).Consolidated Rental Car Facility –construction of a new rental car facility that is walkable to both terminals to provide a more streamlined, convenient and up-to-date experience; project delivery method is yet to be defined ($390 million).BackgroundSMF opened in 1967 and is the only commercial service airport in the County. SMF is a Part 139 medium-hub airport and handled nearly than 13 million passengers in calendar year 2023, in addition to serving cargo and general aviation users. Due to significant growth over the past five years, demand at SMF now exceeds capacity in peak periods for gates, the automated people mover (APM), automobile parking, facilities for transportation network companies, rental car facilities, and roadways. To address these needs, SMForward’s major program elements include the listed large-scale capital projects above in addition to the construction of a new pedestrian walkway between Terminal B and Concourse B (SMForward Program).
