STATEMENT OF PURPOSEThe City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide engineering design services on the Washington District Underground Utility Infrastructure Infill and Upgrade Project. More details on the City's needs for this work are provided in the Scope of Work. Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor." table/sheet BackgroundWest Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. The City of West Sacramento operates under a Council/Manager form of government consisting of the Mayor and four Council Members who each serve four year terms. The City is full-service with nine (9) departments and over 400 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.Washington District Underground Utility Infrastructure Infill and Upgrade ProjectThe Washington District Underground Utilities Infrastructure Infill and Update Project, within the City's Washington District, will rehabilitate and/or replace aging and/or undersized water, wastewater, storm drain infrastructure within the District ( Attachments D). The Project will also install conduit for future installation of fiber optic lines to provide reliable means of communication with the Washington District and along the River front within Yolo County. Up to 2019, the City had design and constructed portions of the utility (water/wastewater/storm drain) upgrades within the Washington District; this Project will completed the design and construction of the portions not completed at that time. Washington District Sustainable Community Infrastructure Project, 2017The Project will make critical improvements to the City’s utility infrastructure (i.e., water, sewer, and storm drain mains) within the areas identified for housing infill and redevelopment projects. By making these infrastructure improvements in advance of Washington District projects, City planners and private developers will have a reliable infrastructure backbone on which to tie-in into. This will minimize the City and Developers risk exposure of tying into aging infrastructure while reducing a Developer’s utility improvement cost; thus making projects more cost effective.Additionally, the project will include the design and installation of approximately 3000 linear feet of fiber optic conduit only within the Green Zone Area. The actual fiber optic line would be installed under a separate project. The fiber optic conduit will allow the City to install fast and reliable source of communication that would benefit public safety, general communication, and interconnect the two existing bridges and one new bridge (I Street Bridge, Tower Bridge, and C Street to Railyard Bridge ) within the Washington District.Upon completing the design, the contract documents will be publicly advertised to solicit contractor bids for construction. Grant funds appropriated for construction will be used to construct the necessary utility infrastructure.As mentioned above, there project is comprised of four main utilities infill and upgrades: water main and services, sewer mains, storm drains, and fiber optics. The following figures provide an approximate indication (indicated by the clouded area) of where each utility project is located within the Project Area. The Washington District is one of the older parts of the City; a conservative effort is being made to make infrastructure, dwelling, and commercial improvements more resilient, reliable, and affordable. Due to the District's proximity to the Sacramento River and being an old area, the Project must take necessary steps to monitor and mitigate for potential cultural sensitive areas. This project will further the City’s efforts to improve the underground water, wastewater, and storm drain utilities within the Washington District that the City was unable to complete on previous projects. These improvements will occur within the Washing District bound by B Street to the north, 2nd Street to the east, Tower Bridge Gateway to the south, and 8th Street to the west. The majority of the Washington District is comprised of multifamily dwellings and commercial properties; though some single-family residents do exist.The utility improvements are segmented sections that may impact multiple residential and commercial establishments on multiple roads. At some locations improvements to more than one utility will be required. It is anticipated that each utility will require a different method of construction: new alignment with abandonment of existing line, remove and replace within the same alignment, or rehabilitate in-place. The construct sequence will be important to minimize impacts within the District and maximize construction efficiency.Water MainsThere are four (4) locations throughout the District with most improvements requiring 8 and 12-inch water mains and valves. The four locations include:Approx. 1,400 feet between 4th Street and 2nd Street along Metro Lane, 3rd Street, and B StreetApprox. 1,300 feet between 5th Street and E Street along C Street and 6th Street. A portion of the pipe crosses railroad tracks.Approx. 200 feet between C Street and D Street along 4th Street across the railroad tracksApprox. 1,000 feet between G Street and W. Capital Ave through a commercial parking lot, along W. Capitol Ave, and a small portion on 5th Street.There are approximately 60 services that will need reconnecting; all properties have existing metered services. During the design process, the City will coordinate with the Consultant to make a determination as to which properties require a full meter assembly replacement. Fire hydrant placement and separation must be taken into consideration during the design process to meet current City Standards. All water mains are anticipated to be installed with City Right-of-Way. Sewer MainThe nine (9) locations where sewer main (gravity sewer) replacement and/or rehabilitation work are located will impact approx. 8000-feet of 8-inch and 12-inch sewer main comprised of PVC and VCP and approximately 120 sewer laterals throughout the Project area. The City has no known inspection or condition records on the existing sewer mains or laterals condition. A CCTV inspection and condition assessment will be a requirement on all existing sewer main and laterals to make a conclusive determination of replacement and/or rehabilitation. Whiles sewer manhole replacement or rehabilitation is not anticipated at this time (unless necessary to correct reversed slopes or deteriorated physical conditions); the Consultant's CCTV cost proposal shall include a unit price for performing a condition assessment of sewer manholes in addition to sewer mains and laterals.Approx. 500 feet between B Street and C Street along 4th StreetApprox. 300 feet between B Street and C Street along 3rd StreetApprox. 300 feet between Elizabeth Street and California Street along 6th StreetApprox. 300 feet between C Street and the railroad across private property (possibly a sewer lateral)Approx. 2,000 feet between 6 Street and 3rd Street along C Street (potential dual 8” sewer mains)Approx. 2,000 feet between 7th Street and 2nd Street along E StreetApprox. 400 feet between 7th Street and 6th Street along F StreetApprox. 800 feet between 5th Street and 3rd Street along F StreetApprox.1,200 feet between 6th Street and 3rd Street along G StreetStorm DrainThe storm drain (SD) improvements are located in three location within the Project area. The existing SD pipe range in diameter from 24-inches to 12-inches and mostly of PVC materials . The extent of the improvements is not known at this time. A CCTV inspection and condition assessment will be a requirement on storm drain main and lateral pipe to make a conclusive determination of SD pipe replacement and/or in-place rehabilitation. Approx. 850 feet between E Street and 6th Street along 7th Street and F StreetApprox. 450 feet between 3rd Street and 2nd Street along E StreetApprox.200 feet between 6th Street and 5th Street along C StreetFiber OpticsThe City will install fiber optic conduit as part of this project. The conduit size has not been determined but would be installed between C Street and Ballpark Drive along 3 Street/Riverfront Street.
