The City of Santa Clara Water and Sewer Utilities (“City”) is seeking to expand and enhance its water, recycled water and sewer systems to meet new customer demand, maintain reliability of these utility systems, increase resilience to drought and increase efficiency in delivering capital projects. The City expects to implement several projects with the objective of installing 15,000 linear feet (lf) of water main per year and expanding recycled water to critical sites. The City is requesting a Statement of Qualifications (“SOQ”) from qualified engineering firms (hereafter “Proposer”) to provide engineering services for the design of utility systems and facilities and preparation of construction documents for public bid. Proposers must have experience with preparing construction documents for public bid including plans, specifications, construction cost estimates, schedules, budgets, permit acquisition, engineering calculations, and all ancillary services. The City intends to issue multiple construction packages throughout the year consisting of approximately 2,500 lf – 3,000 lf of water main replacement or installation with the goal of replacing 15,000 lf annually. The City seeks a Consultant that can commit to a standard delivery time of approximately 8 weeks per construction bid package. Through this SOQ, the City will enter into one or more master agreement(s) with the highest ranked consultant(s).
