The Washington Headquarters Services, Acquisition Directorate (WHS/AD), hereby provides notice of its intent to award modifications to increase the contract ceiling of the current FY21 multiple award Research, Development, Test, and Evaluation (RDT&E) Engineering and Technical Support (RETS) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts using other than full and open competition, on the basis of the circumstances identified in 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii)(B). The capacity increase will be applicable to the remaining ordering period of the IDIQ contracts, including the option available under the clause FAR 52.217-8, Option to Extend Services. The current IDIQ contracts/contract holders are:HQ0034-21-D-0002 - Modern Technology Solutions, Inc.HQ0034-21-D-0003 - American Systems CorporationHQ0034-21-D-0004 - Applied Research Associates, Inc.The maximum dollar ceiling will be increased from $496 million to $916 million due to prematurely reaching the ceiling
24 months into the 60 month ordering period. The current ordering period ends November 19, 2025. The period of performance will not be extended as a result of this action, as this additional ceiling is only intended to meet the immediate and urgent requirements until such time that a follow-on contract can be awarded.The RETS IDIQ provides for professional technical and engineering services in support of the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) mission. The scope includes Mission Engineering, Systems Engineering, Software Engineering, and Developmental Test and Evaluation; Prototyping, Experimentation, and Demonstration; Modeling and Simulation; Operations Research; Science and Technology Research and Assessment; Data Management and Analysis; Optional Tasks; and Ad-Hoc Surge Support that involves Research and Development work of uncertain character and frequency. Major work efforts include technical analysis and assessments, integration of operational and systems of systems, data exchange/analytics, technology demonstrations, experimental concepts, digital engineering, technical analytical models, kill chain analysis, identifying and bridging technology gaps, independent reviews, testing, and risk recommendations. The J&A for this action will be posted in accordance with FAR 6.305. This notice of intent is not a request for competitive proposals, nor does it restrict the Government as to the ultimate acquisition approach.
