Introduction: Johnston County is soliciting qualifications statements from qualified firms (hereinafter “Firm”) with experience in county facility master planning for county government operations. This document will provide guidance for future facility construction, parking, and the most efficient use of the existing buildings in order to provide needed government services to citizens. Johnston County reserves the right to reject any and all submittals and will award in the best interest of Johnston County and the project. Statements of Qualifications will be accepted up to but no later than 3:00 p.m. on April 30, 2024. No submission will be considered if received after this deadline has expired, regardless of the reason. Statements of Qualification must be clearly marked “A&E Services Johnston County Government Facilities Master Plan” and addressed and delivered to: Attn: Pam Radford, Purchasing Agent Johnston County Physical Address: Johnston County Courthouse 207 E. Firms shall submit qualifications of both the firm and person(s) directly responsible for the work including a list of similar projects completed in North Carolina by this firm and by said responsible person(s). II. Background As part of its Strategic Planning process, Johnston County recently completed a Facilities Space Needs Study, identifying the types and quantities of projected space needed over the next twenty years. Based on extensive population growth and with an anticipation growth of over 43% over the next twenty years, Johnston County desires to address space shortages and inefficiencies in various County facilities. III. Project Johnston County desires the development and implementation of sound, actionable, and fiscally responsible facilities plan that supports the entire county government organization by providing safe and effective work environments that meet the varying operational needs of county departments. The facilities master plan will determine the best way to layout new facilities and renovate/replace existing facilities to enhance effective delivery of services provided by county government. Firm shall review the needs and feasibility study as prepared by Moseley Architects, Charlotte, North Carolina. Firm shall carefully review these documents and work with County staff to convert these findings into a satisfactory master plan for the site identified by Johnston County. The anticipated services include: • Review of needs and feasibility study • Master plan for county facilities • Probable cost estimation for improvements • Consult with staff and plan on best way to phase the project with short-term, mid-term, and long term sequence of events establishing the necessary stages of design, construction, redevelopment, and/or remodeling activity as the case may suggest for the preferred strategy taking into consideration the need to maintain services and operations throughout implementation • Final documents shall include, but are not limited to: o Master plan o Preliminary project budgets o Preliminary project schedules o Relevant/Diagrammatic information If the project, or any portion thereof, is approved to move to full design, the county may choose to move into full design services with the selected firm for any or all portions of the project. This would include 100% Architectural, Structural, Plumbing, Mechanical, Electrical, and Civil site and/or facilities design. This scope of work may include Construction Administration Services and FF&E specifications and bidding services. It is expected that the firm would present the county facilities masterplan to the County Commissioners for review, revision as necessary, and potential adoption. It is further expected that the firm would complete a financial forecast of all costs related to the construction, renovation, and operation of facilities under the master plan. IV. Selection Process After the expiration of the deadline, an evaluation committee made up of County staff, representatives, and officials will review all submitted qualification packages that comply with the requirements contained within this document. The criteria by which the packages will be evaluated include, but are not limited to: 1. Clarity of Proposal 2. Firm’s understanding of the project objectives. 3. Firm’s recommended approach to the project, including Firm’s demonstrated ability to provide construction design of this type. 4. Schedule for completion of tasks. 5. Qualifications of principal(s) to perform the work and the level of involvement in the project. 6. Qualifications of project manager and staff assigned to the project. 7. Firm’s knowledge and demonstrated experience specifically with governmental building and warehouse design, construction, operations, and planning. 8. Proof of like projects that were completed on time and at or under budget. 9. Firm’s approach to on-site or extended construction administration. V. Contents Qualifications shall be submitted on 8-1/2 x 11” paper, side bound or single corner stapled with a Table of Contents and reference tabs for key sections and packaged as specified above. Information provided in the Qualifications statement should include, but not limited to: 1. Firm name, address, telephone number, fax number, email address, and contact person(s). 2. Brief history of the firm to include current size/staff, years in business, organizational chart of proposed team, and any former names under which the firm operated. a. Names, office location, and resumes of all personnel who will be assigned to this project, including licenses, and professional affiliations. b. State any conflicts of interest your Firm or any key individual of your Firm may have with this project or the County. c. List specialty consultants (if any), and identify their location and background. 3. Understanding of the scope of work. 4. Approach to the design process. 5. Reference & contact list for similar projects, including project descriptions, location, completion time, completion cost, project outcomes, etc. 6. Unique qualifications or work methodology. 7. List any current or pending legal proceedings (litigation, mediation, or court action) filed by an owner or contractor against your firm in the last five years. List any failure to complete a contract for services and state the reason. 8. Tentative plan and time frame for approaching the project.
