The NIST Center for Neutron Research (NCNR) owns and operates a heavy water-moderated nuclear test reactor and associated neutron beam research facility. The NCNR’s reactor is licensed with the Nuclear Regulatory Commission (NRC) under the name National Bureau of Standards Reactor (NBSR). The NCNR Operations and Maintenance Staff to be supported by the EAMS is approximately 100.NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541512, as those domestic sources having $34.0M or less in annual receipts. Please include your company’s size classification and socio-economic status in any response to this notice. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside.Vendor sources are sought to provide an Enterprise Asset
Management System (EAMS) capable of supporting the NCNR Operations and Maintenance Requirements. NCNR Asset Management and Operations are compliant with the guidance outlined in the following ANSI/ANS Standards: 15.1, The Development of Technical Specifications for Research Reactors; 15.4, Selection and Training of Personnel for Research Reactors; 15.8 Quality Assurance Program Requirements for Research Reactors; 15.11, Radiation Protection at Research Reactor Facilities: 15.16, Emergency Planning for Research Reactors.The EAMS shall be an off the shelf software application installed on a NIST cloud infrastructure utilizing a NIST active directory for user access, authentication, and permissions. NIST utilizes AWS and Azure primarily for cloud infrastructure. The EAMS application shall have basic capability to track and manage asset lifecycle, predictive, preventive and corrective maintenance, materials and parts inventories, equipment reliability, personnel training and qualification, operational processes to include inspections, surveillance, lock out / tag out of equipment, resource management, schedule management, engineering processes to include design modification, configuration management, document management and oversight activities to include problem identification, correction, audits and performance improvement. The EAMS shall have a prior performance history of use at NRC Licensed Power Generation Facilities or Department of Energy facilities operating in accordance with DOE O 414.1D, Quality Assurance, or Research Reactor Facilities operating in accordance with the ANSI/ANS standards previously referenced.The source vendor shall be capable of providing systems design services to install the EAMS and tailor its functionality to meet the NCNR provided operational specifications. The vendor shall be capable of supporting legacy data mapping and loading of NCNR asset and operational information into the EAMS. The vendor shall be capable of integrating the EAMS with other NIST web-based SharePoint and Azure applications as required by NCNR specifications. The vendor shall be capable of supporting data mapping and migration from the current Salesforce maintenance tracking system in use for the NCNR. The vendor shall be capable of supporting development of the software configuration and management plans for the EAMS in accordance with the NCNR processes. The vendor shall be capable of supporting developing of user training materials for the NCNR workforce. The vendor shall have prior experience installing the EAMS. The vendor shall have prior experience supporting the EAMS configuration management support for facility owners holding an NRC license, operating a Research reactor or operating in accordance with the DOE O 414.1D.Period of performance is for 2 years with 3 one-year option periods.Instructions to Responders: Interested parties that are capable of performing these tasks are requested to email a detailed capabilities statement, including past experience, describing their abilities to nina.lin@nist.gov no later than the response date and time for this sources sought notice.
