The flight tracking system currently uses System Wide Information Management (SWIM) data from the Federal Aviation Administration (FAA) and provides information on the location of aircraft in flight, time of flight, aircraft type, airline (where applicable), and altitude. This system has a web-based public access component which allows citizens to view aircraft flight operations in the Sacramento region. The Department is soliciting proposals from qualified firms to provide FLIGHT TRACK SYSTEM services that meet the required components and capabilities set forth in this Request for Proposals (RFP). The Department intends to award a single Agreement under the RFP.The selected firm (Contractor) awarded
a contract under this RFP will be expected to enter into a contract with the County to provide FLIGHT TRACK SYSTEM services with a maximum total payment not to exceed $2,000,000 for a term described in Section III of this RFP.The Proposal submitted by the selected Contractor will be made a part of the Agreement. Any such agreement will be subject to provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and provisions of Department of Transportation Regulations 49 CFR Part 23 (Disadvantaged Business Enterprise Participation), among other things.The County reserves the right, in its sole and absolute discretion, to choose or reject any or all proposals based on evaluation criteria set forth in this RFP or for any other reason deemed appropriate. All costs associated with submitting a proposal shall be borne solely by the proposing Firms and will not be reimbursed by the County.BackgroundThe County of Sacramento (County) owns and operates Sacramento International Airport (SMF), Mather Airport (MHR), and Franklin Field (F72) through the County’s Department of Airports (Department), which also operates Sacramento Executive Airport (SAC) under a lease with the City of Sacramento. These airports are collectively referred to as the “Airport System” and are all located within the County limits. The County’s Board oversees the operations of the Department. The Department is led by the Director of Airports (Director), who reports to the Deputy County Executive for Community Services and is authorized to administer the affairs of the Department. SMF is a Part 139-certificated medium-hub airport with several scheduled airlines; MHR serves cargo and general aviation operations; and F72 is used primarily for training purposes.
