The Washington County Sheriff's Office is requesting proposals from qualified consultant firms to provide a comprehensive Jail Capacity Study.BackgroundThe Washington County Jail is a pretrial and sentenced detention facility that houses male and female adults in custody. The jail is a central booking facility, meaning multiple agencies bring arrestees to the facility straight from the community for new charges, warrants of arrest or bench warrants, and probation and parole violations. Individuals remanded into custody by a court of law may also be taken into custody at this facility.The jail is located within a complex that contains the Sheriff’s Office Headquarters, Patrol Division (west), Investigations Division and various Sheriff's Office service functions such as Records and Alarms/Permits. The jail has a designed capacity of 572 beds. The jail and sheriff's office complex is in proximity to the County Community Corrections Department and the County Courts. Community Corrections
has a 215 bed capacity that serves to prepare people serving sentences to successfully transition back into the community and also houses a limited number of pre-trial adults in custody.In 2005, the county retained David Bennett Consulting to assist in developing a Criminal Justice Systems Needs Assessment Study. In 2007, Washington County and Bennett Consulting published findings in a 302-page "Washington County Corrections Master Plan." After analyzing factors like admissions, the average length of stay, the average daily population, population forecast, combined incarceration rates (jail and community corrections center), law changes, and other factors, the Plan recommended additional custody beds by 2030. The Plan did not forecast future bed needs year-to-year; thus, we do not know when our current capacity "crossed over" into becoming insufficient, according to the study's forecast. The forecast included a "low-end" estimate of 1,453 beds and a "high-end" estimate of 2,047 beds...the mix of Jail versus community corrections center beds is yet to be determined." The current total custody bed capacity is 787 (572 are in the Jail plus 215 beds in the Corrections Center), making the Bennett range of recommended additional beds from 666 to 1,260 by 2030. The 2007 report estimated the total county population in 2030 at 788,162, higher than the current Portland State University Population Research Center forecast of 667,049 (released in November 2023). This project seeks to review previous jail capacity estimates and provide a comprehensive update based on current County population forecasts and best practices that can be utilized to provide a roadmap for expansion to meet the needs of the County through 2055.TimelineDate of Legal Advertisement:March 5, 2024Pre-Proposal Meeting (Non-Mandatory):March 15, 2024, 11:00am The pre-proposal conference will be held using Zoom.
