This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.The solicitation number is 75A50120R00038 and is being issued as a request for proposal.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 dated 07-02-2020.This acquisition is not a small business

set-aside.  The North American Industry Classification System (NAICS) code is 325412 with a size standard of 750 in number of employees.The Division of Strategic National Stockpile (DSNS), of the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), intends to purchase and store Active Pharmaceutical Ingredients (API’s).  The Government intends to evaluate offers and award a contract without discussions with Offerors providing the requested services.Performance is anticipated to begin August 1, 2020. The period of performance  is anticipated to total 5 years.The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition.The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement.
