Bidders should consider all information contained within issued addenda when considering their proposal and acknowledge receipt of all addenda in the space provided in the bid form - failure to do so does not relieve vendor from any responsibility to perform the project for the bid price offered. This addendum consists of three pages. GENERAL INFORMATION: DEADLINE HAS BEEN RESCHEDULED FOR MARCH 28, 2023 AT 3:00 PM 1. Would we be allowed to tour the site prior to bidding? • Yes, a tour has been scheduled for
March 22, 2023 from 8:00AM – 12PM, beginning at the Government Center Annex Lobby at 200 South Center Street, Statesville, NC 28677 then to the Health Department at 318 Turnersburg Hwy., Statesville, NC 28677 2. What is the address for the Health Department? • The Health Department address is 318 Turnersburg Hwy., Statesville, NC 28677 3. Are there any existing asbestos reports for the buildings? • No there are no existing asbestos reports for these buildings. 4. Are there as-built or existing site plans that we can review? • There are no as-built or existing site plans that are available for review. 5. One quick clarification question the RFP listed 29 CFR 1910.10, there isn't a 1910.10 I think you were referring to 1910.12 but I wanted to be sure. • The listed reference, 29 CFR 1910.10 should have been listed as 29 CFR 1910.12 – referencing the NC Occupational Safety and Health Standards for the Construction Industry 6. What is the purpose of the inspection? For example, will you be doing an interior renovation? Exterior? Demolition? • The purpose for the inspection is for all area of services listed, interior and exterior renovations and demolition. 7. Will we need to take roof samples? • Yes, roof samples will be part of the services being requested. 8. Scope of inspection or additional information that will allow firms to determine scope of inspection? • Iredell County would like to have a complete building survey and report for the Iredell Government Center and Annex, and the Iredell County Health Department building. 9. Do you happen to have fire escape drawings on these properties that you can supply to us so we can get a count of all rooms within the buildings? Would it be possible to send a plan or figure of the areas to be serviced? • Iredell County does not have a complete drawing plan for any of the buildings. 10. Do you have detailed plans to show square footage of the areas to be inspected? • At this time there is no documentation of exact or estimated square footage recorded for the areas being inspected. 11. How will the bids be evaluated? Pricing? Experience? Time to perform? Proposal states you are looking at experience, but need to be sure. • The criteria for bid submission are found in the bid document, last page. Providing this information allows the County to evaluate submitted proposals. 12. The RFP states that the county will determine the scope of the inspection and it can range from observation level to a full-scale inspection report including sampling and lab testing. What is the determination for these two inspections? • Iredell County seeks services that are the result of sampling and lab testing that provides a completed survey. If your company provides different type of services outside of sampling to provide reporting, submit those details with the proposal and include with the fee schedule. 13. Is the inspection for the health department a complete building inspection to include roof sampling, is it for Iredell County's OSHA compliance, or for a specific remodel project? If for a specific remodel will the county provide that scope of work? • No Scope of Work provided at this time – Services primarily for remodeling, interior demolition. 14. The inspection can determine ACM that is not concealed but it cannot be relayed upon for abatement pricing. This isn't necessarily important to the bid but I wanted to note this. This is for several reasons, the main one being that an asbestos inspection determines the conditions of the materials in it's current condition not the condition that abatement will render the material. The work practices have to be determined either by the abatement contractor or by the design provided for the abatement contractor by the county. The other significant reason is that each contractor is responsible for determining the quantities of the identified materials. This is because every inspection I have ever seen completed includes the legal boilerplate that says the inspection is not reliable for abatement services and each contractor must determine the amount of material present based off the supplied test results and inspection provided. This is to prevent change orders and additional unforeseen costs. • Iredell County would like to have a survey and report which identifies the areas of the building that contain asbestos – including, but not limited to, flooring, ceiling, roof, walls, window caulk and putty.
