Answer 1: As part of this addendum, the previous bid tabulation for 2022-022-6937 IFB for the Purchase of Janitorial Supplies, Sanitary Paper, Trash Bags and Related Products has been uploaded into BidSync, refer to “Exhibit A.” Question 2: When will the responses to the questions be available for review? The responses will have a significant impact on 1) our Bid, so adequate time is needed to adapt our bid to the answers is important. 2) our negotiations with manufacturers, so that we may provide the best value to the County. Answer 2: Answers in the form of Addendum #1 will be posted on BidSync on 3/25/24. Question 3: The solicitation states that any substitution must be an approved equal. However there does not seem to be any explanation on how an equal maybe approved for consideration. What is the process to have an alternate product approved so that it may be properly incorporated into the County’s decision to Award? Answer 3: As referenced in solicitation document, 2024-015-7002, on page 3, Section 2.7, Samples: If bidder has submitted an alternate product and upon request, bidder shall provide Dallas County with a sample of the item bid for examination by the County. All samples shall be furnished within three (3) business days upon written and/or verbal notification by Dallas County and furnished at no cost to the County. Samples will become property of Dallas County and shall not be returned. Samples shall be used to determine whether the product(s) meets or exceeds the specification. The specifications and bid sheet contain the products specified by the County, if the bidder wishes to bid an alternate, it is the bidder’s responsibility to confirm their alternate product(s) meets the minimum standards and requirements of the product specified by the County. Once the solicitation closes, the County will request samples for any alternate product bid to confirm the alternate (bid) product(s) meets the specified minimum requirements. Question 4: The County currently orders and receives Toilet Paper packed 96 rolls per case with 500 sheets per roll. These current specs are a marked change and represent downsizing to only 80 rolls per case. Why does the County wish to downsize to an alternative # of rolls per case? Answer 4: The County is requesting item #19885 and the manufacturer, Georgia Pacific, states their case contains 80 rolls per case. Question 5: Often the 80 cases is more expensive per roll – than the 96 rolls per case, so would the county consider judging bids by the price per roll rather than the price per case? Then you can judge the true value of the paper and potentially take advantage of the bulk packaging discount received in a 96 roll per case rather than the usually higher priced per roll in an 80 roll case. Answer 5: As stated in 2024-15-7002 IFB Sanitary Paper Products Attachment A Bid Sheet the County is requesting: Manufacturer Name - Georgia Pacific Manufacturer Part Number – 19885 The County will consider an approved equal. The Georgia Pacific specifications states that the item comes 80 rolls per case. If the Bidder is bidding an alternate that comes in a different case quantity, the vendor must specify the quantity per case, and, for this item, the County will determine the lowest price per unit, rather than per case, to determine lowest pricing. Question 6: Do I have to bid on every line item to be considered for award? Answer 6: As referenced in solicitation document, 2024-015-7002, on page 8, Section 3, Award Method: The County’s intent is to award this solicitation in its entirety but the County reserves the right to award in the method that is most advantageous to the County. Bidder must bid on all lines to be considered responsive. Question 7 Section 10, subsection 2, of the specifications states the following: This is a fixed unit price contract for a six-month period beginning the date of award. Any request for reasonable price adjustments increase or decrease will not be considered until the first six months of the contract award date. All price adjustments (increase or decrease) must be submitted in writing into the Dallas County Purchasing Department at 500 Elm Street, Suite 5500, Dallas, Texas 75202. Is the intent of this statement to allow the awarded vendor to submit for consideration a price adjustment/increase within the first six months? Answer 7: This statement is not intended to allow the awarded vendor to submit for consideration a price adjustment/increase within the first six months. The intent of this statement is to consider any price adjustments/increases after the initial six months of the agreement. By way of this addendum the following correction is made: This is a fixed unit price contract for a six-month period beginning the date of award. Any request for reasonable price adjustments increase or decrease will not be considered until after the first six months of the contract award date. All price adjustments (increase or decrease) must be submitted in writing into the Dallas County Purchasing Department at 500 Elm Street, Suite 5500, Dallas, Texas 75202. Question 8: The bid mentions the agreement term is for three-years, does that mean I have to hold my pricing for three years? Answer 8: No. As referenced in solicitation document, 2024-015-7002, on pages 10-11, Sections 1-2, Bid Pricing: Bid pricing shall be firm for the first six months of the master agreement. Cost not included or calculated in the applicable unit prices, as bid, will not be paid by the County, regardless of the intentions of the bidder when the bid was submitted, and regardless that those costs were actually incurred. Section 10, subsection 2, as corrected in this addendum, the agreement allows the awarded vendor to submit any request for reasonable price adjustments, increase or decrease, after the first six months of the contract award date. Thereafter, the County may consider price increase/decrease at six month intervals. Whereas, The original bid due date of March 28 th , 2024 at 2:00 P.M. (CST) has been extended to April 4 th , 2024 at 2:00 P.M. (CST). Whereas, All other specifications of the original bid remain the same. Except as provided herein/above, all other specification requirements of the original solicitation referenced shall remain unchanged in full force and effect. This addendum should be signed and returned with your Solicitation package on or before April 4th, 2024, @ 2:00 P.M. (CST) .
