janean.hawney@carlsbadca.gov Bids to See bid documents Owner's Agent Description Scope of Services The City of Carlsbad (City) is soliciting this Request for Proposal (RFP) to obtain proposals for architectural design, permitting and construction administration services for the City’s Orion Center project, a new operations and maintenance facility to be located at 2600 Orion Way, Carlsbad, CA, 92010. A conceptual design for the Orion Center has been developed, reflecting the co-location of staff from the City Public Works Branch’s Streets Maintenance and Facilities Maintenance Divisions and the Parks & Recreation Department’s Trees and Parks Maintenance Division. Preliminary design and programming needs for a much larger facility were developed for the purpose of obtaining a Conditional Use Permit (CUP). This CUP was granted on April 5, 2023, and is included as Attachments A and B. The CUP documents represent an initial concept for a larger facility, and the city would now like to have the design work for a smaller facility thoroughly completed with corresponding construction documents and technical specifications, submitted to and managed through, the plan check and building permitting process, so staff can then use them to solicit construction bids. The city will also need the design services firm to remain engaged for construction administration services throughout the construction process. The initial programming needs for the facility identified various space reconfigurations and optimal adjacencies, as well as the need to comply with City ordinances in regard to the Climate Action Plan (CAP). These programming needs have been recently updated, and the design reflected in the CUP has been descoped. The revised smaller facility concept that the city wishes to accomplish is not certain but generally shown in Attachment C, dated August 24, 2023. Other Details The site does not currently have a street address as it is an undeveloped lot; however, the future address of the project will be 2600 Orion Way, Carlsbad, CA 92010. A site walk has been coordinated for Thursday, November 2, 2023, at 10:00 a.m. for design teams that wish to walk the project area with the city’s Project Manager. If design teams wish to make subsequent independent visits to the site, please note that the site is mostly fenced so full access will be limited, though the site is visible from Orion Street and Orion Way.
