NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Energy’s (DOE) Office of Science Consolidated Service Center located in Oak Ridge, Tennessee intends to award a sole source contract under the provisions of Federal Acquisition Regulations Part 13 and Part 6.302-1.The purpose/objective of this Agreement is to establish a mechanism by which DOE Offices of Chief Counsel, Chicago and Oak Ridge, may acquire access to LexisNexis’s extensive case law collection, editorial analysis services, practice resources, drafting tools, and legal news resources, provided by Reed Elsevier, Inc. (Vendor), to enhance its lawyers abilities to study statutes, case laws, and specific legal practice areas, so they may effectively provide timely and comprehensive legal advice to DOE representatives.This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. This particular award is to be pursued as sole source in order to meet an immediate program need and performance coverage; however, a follow-on procurement will be pursued through competition. The current award has a shortened performance period allowing the procurement and program offices sufficient time to plan and award a long-term contract without jeopardizing program coverage and gap in service.
