THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG-23-Q-00158 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-08.The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for annual preventative maintenance services of all HVAC and Mechanical Systems located at the NOAA Cooperative Oxford MD Laboratory, 904 S. Morris Street, Oxford, Maryland. NCCOS anticipates awarding a four (4) year contract which shall consist of one base year and three (3) one-year options years. The anticipated base period of performance will be from January 9, 2023 – January 8, 2024. All
services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015-4275 Rev 20, Date of Last Rev. 06/27/2022.Site Visit:Offerors are strongly encouraged (but not required) to conduct a site visit to review all existing conditions affecting the requirements in this statement of work, and to familiarize themselves with site constraints, building layout and conditions for purposes of formulating quotes. It is the Contractor’s responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein. The Contractor must confirm accuracy of any and all dimensions. Failure to determine existing conditions will not be considered a basis for granting additional compensation. Offerors wishing to schedule a site visit shall contact theGovernment Technical POC:Greg WilsonPhone: (443) 684-5393,  greg.wilson@noaa.gov Quotes shall be FOB destination,The Government will award a firm fixed price contract based on a best value/trade-off. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing, Heating and Air Conditioning Contractors, with a size standard of $16.5M.Additionally, each offeror must provide the following information with the quote:1. The Request for Quote (RFQ) number;2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;3. Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;4. The Contractor shall provide with their quotation, at least three (3) past performance references of successful projects relevant to the requirements in this RFQ5. Acknowledgment of Solicitation Amendments (SF-30), if any,;All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on December 15, 2022; any award resulting from this RFQ will be made based on best value to the Government. Factors considered include technical approach and capability, past performance, and price.
