This Request for Quote (RFQ) is for GILL MaxiMet Sensors for the National Data Buoy Center (NDBC) at Stennis Space Center, MS.. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NDBC at Stennis Space Center, MS to award a firm fixed price contract for thirty (30) Sensors. This acquisition is being processed under the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No.1305M222QNWWG0037. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02. The line items shall be provided in accordance with the specifications listed in the attached solicitation SF-1449 document.BRAND NAME JUSTIFICATION:This procurement is for the brand name Gill Instruments MaxiMet GMX500
all-in-one sensors. During the initial development of the SCOOP system all of the commercially available all-in-one weather sensors were evaluated for use on the SCOOP system. During various trials and testing procedures, there were various difficulties with other sensors in regards to water intrusion failures, data accuracy lacking after multiple months of deployments, wind data outages, inaccuracies in barometric pressures relating to the survivability of the sensors, intermittant data during thunderstorms that presented lightning (static charge) and failures to pass humidity testing due to pressure offsets.  After multiple attempts with field testing various sensors, it has been determined that the Gill MaxiMet is currently the next best possible solution for their requirements in the all-in-one sensors for further field testing.All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM). For information and to register, please access the following website: https://www.sam.gov/. In order to register on the SAM website, offerors must have a Dun & Bradstreet number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at http://fedgov.dnb.com/webform. Quotes received from contractors not registered in SAM will not be considered for award.The Government intends to make an award to the responsive responsible quoter providing the lowest price technically acceptable. The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b)(3). "Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
