for Proposals Digital Equity Initiative (pdf, 124 KB) Date Issued: August 13, 2020 Section 5001 of the Coronavirus Aid, Relief, and Economic Security Act (the “CARES Act”), codified at 42 U.S.C. § 801, established the Coronavirus Relief Fund (the “CRF”) by appropriating $150 billion to support State and tribal governments, and certain units of local government. St. Louis County received CRF funds and has distributed CRF funds to the St. Louis County Library for a Digital Equity Initiative. As part of its Digital Equity Initiative, St. Louis County Library seeks proposals for the deployment of 10,000-12,000 hotspots for the 2020-2021 school year to benefit students participating in remote learning from home. Hotspots will be funded using the CRF funds distributed to St. Louis County Library (SLCL) by St. Louis County. The use of such funds is subject to the requirements of the CARES Act and any applicable federal regulations or legal requirements for use of the CRF funds. Requirements for the proposal are detailed below. Proposal responses must be received through email no later than 12:00 p.m. C.T. on Monday, August 17. Questions regarding this RFP must be received by 2:00 p.m. C.T. on Friday, August 14.Questions will only be accepted by sending an email to Eric Button at ebutton@slcl.org. No questions will be accepted by phone or any means of contact other than email. Questions received after 2:00 p.m. C.T. on August 14 will not be addressed.
