THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. General Information: The U.S. Army Corps of Engineers, Rock Island District, is seeking businesses that are capable of providing the following: Gate and Operating Machinery fabrication for a new 1,200-foot lock on the right descending bank of the Illinois Waterway (ILWW). The Project is the first of a series of planned projects on the ILWW. The existing lock and dam were constructed in the 1930s and experienced significant delays due to the single 600-foot lock chambers, which require the 1,200-foot tows to “double lock.” New 1,200-foot locks will increase system reliability, add redundancy, and dramatically decrease lockage times. Additionally, the new 1,200-foot lock will eliminate the single point of failure of having only one lock. If a major lock component breaks, it has the
potential to cause a lock closure and stop all inland navigation traffic. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. Project Description. This project is the first construction phase of construction a new 1200’lock on the right descending bank on the ILWW at the LaGrange Lock and Dam. Contingent upon funding, the project is projected to be awarded in 5 construction phases as depicted below: Gate and operating machinery fabrication; Site clearing/development and utility relocation; Lock excavation, cofferdam and foundation construction; Lock and supporting facilities construction; Approach channel and marine features. This Project’s primary purpose is for the first phase of lock construction - Gate and Operating Machinery Fabrication. Improvements to the existing lock or dam that do not directly contribute to the performance of the new lock are not included in this project. This package is for the Government to acquire the miter gates, miter gate operating machinery, culvert valves, culvert valve operating machinery, hydraulic power units, and culvert valve bulkheads. Additionally, machinery bases, miter gate anchorages, machinery covers, and machinery housings are also included. The upstream and downstream operating gates are vertically framed miter gates. The miter gate operating machinery consists of a hydraulic rotary actuator. The miter gates are supported at the top by a set of anchorages and at the bottom by a pintle. Four self-contained hydraulic power units (HPU) at each corner of the lock will operate the miter gate and associated valve operating machinery including the ice port gate. The lock culvert valves are steel Tainter valves. The valves are interchangeable with the valves at the existing lock and will fit into the existing slots without modification. Bulkheads for the lock culvert valves match existing bulkhead design geometry. New bulkheads utilize high density polyethylene (HDPE) sliders versus rollers. The lock culvert valve operating machinery consists of direct connected hydraulic cylinders. The ice port gate machinery consists of a directly connected hydraulic cylinder designed for prolonged submergence with corrosion resistant parts.
