The Request for Proposal (RFP) aims to identify a Consultant who has a proven track record of successfully and effectively supporting all implementation, compliance, and reporting aspects of the LCFS program with the expectation that the maximum amount of credits would be realized and that such credits would ultimately be transformed to a monetary gain paid out to Valley Water. Other Details Minimum Qualifications The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive: • The Proposer shall have experience in working with diverse stakeholders, such as fuel producers, fleet operators, and regulatory agencies. • The Proposer shall have the ability to effectively communicate and collaborate with stakeholders at various levels, both verbally and in written reports. • The Proposer shall have the ability to effectively communicate and collaborate with stakeholders at various levels, both verbally and in written reports. • The Proposer shall possess knowledge of the LCFS program requirements, compliance procedures, and reporting guidelines. • The Proposer shall possess knowledge of the California Air Resources Board's policies, procedures, and regulations governing the LCFS program. • The Proposer shall possess strong understanding of carbon intensity calculations, fuel lifecycle analysis, and associated methodologies. • The Proposer shall have proven expertise in credit trading, data management, and verification processes related to LCFS compliance. • The Proposer shall demonstrate experience in providing comprehensive support and administration services for the Low Carbon Fuel Standard (LCFS) program as regulated by CARB.
