Contractor shall conduct evaluation courses and deliver guidebooks designed to nationally certify or re-certify Agency's experienced crane operators. The evaluation courses are not intended to provide training for new or inexperienced crane operators. The reference material will include the types of cranes used including their characteristics and the names of their components, transporting, erecting, and dismantling of mobile cranes and will prepare the operators to demonstrate how to safely operate a mobile
crane. Reference and guidebooks will contain an example of a crane operator checklist or daily inspection log as well as specific requirements of the cranes such as machine conditioning, capacities, and safe operating practices. There will be two levels of crane evaluation: national certification/recertification by the National Commission for Certification of Crane Operators ('NCCCO") for operators involved in construction work and qualification/requalification for operators doing maintenance work. The types of mobile crane certifications/qualifications required by ODOT are: - Telescopic mobile cranes with rotating control station (TLL or swing cab telescopic); - Telescopic mobile cranes with fixed control stations (TSS or fixed cab telescopic); - Articulating boom cranes ('ABC'); - Articulating boom cranes with hoist line and winch ('ABW'); - Digger Derricks; and - Service truck cranes (STC). Evaluation for construction activities must be outlined in accordance with the parameters set by the State of Oregon in OAR 437-003-0081 Division 3 Subdivision CC 29 CFR 1926.1427 and CC 29 CFR 1926.1430 to comply with state and federal regulations. Evaluation for maintenance activities must be outlined in accordance with the parameters set by the State of Oregon in OAR 437-002 Subdivision N 29 CFR 1910.180 to comply with state and federal regulations.
