The Salt Lake City School District is issuing this solicitation/Invitation for Bid on behalf of the Utah State Education Purchasing Advisory Committee

(EdPAC) and is acting as the lead district. A list of potential districts eligible to participate in this procurement can be found on Attachment D, EdPAC School Districts. School districts who elect to participate on any contract awarded under this solicitation will complete and sign a Participating Addendum (See Attachment F, Sample Participating Addendum). For the purposes of interpreting the language in this document, the term “SLCSD” as used herein refers to the Salt Lake City School District as the lead district for this procurement. Please note that while this contract will be a five-year contract, pricing can be adjusted annually per the Price Adjustment terms on Attachment B. It is anticipated that this IFB will result in one or more contracts with vendors depending on the number of vendors who respond to this solicitation, and the competitiveness of bid prices. The SLCSD reserves the right to award a single contract or multiple contracts at the sole discretion of the SLCSD. The reference number for this IFB is DH2422-FHR. This number must be referenced on all bids, correspondence, and documentation relating to this IFB. PLEASE REFER TO ATTACHMENT B, SECTION 2: GENERAL INSTRUCTIONS. Bidders must be familiar will all provisions in this section. Section 2 provides all information and instructions necessary to successfully submit a bid in response to this solicitation. PAY PARTICULAR ATTENTION to part 2.1, Submitting a Bid. This section notes ALL items that must be submitted with your bid. Failure to submit any one of these items may result in your bid being rejected as non-responsive. NOTICE: By submitting a bid in response to this IFB, the bidder is acknowledging that the requirements, scope of work, and the evaluation process, outlined in the IFB are fair, equitable, not unduly restrictive, understood and acceptable. Any exceptions to the content of this IFB must be protested to the purchasing agent prior to the closing date and time for submission of the bid. NOTE: Pricing information must be submitted on Attachment C, Price Sheet. A bid submitted with an unintentional or inadvertent error may be corrected or withdrawn only in accordance with Utah Procurement Code. Changes may not be made to a bid after the bid opening that would be prejudicial to fair competition or the interests of the SLCSD. Any decision to permit a correction or withdrawal of a bid will be made in writing. Bids shall be opened publicly and accepted unconditionally, without alteration or correction. The procurement officer shall reject a bid that is not responsive or responsible. A bid that is not responsible includes a bid where the SLCSD reasonably concludes that the bidder or an employee, agent, or subcontractor of the bidder, at any tier, is unable to satisfactorily fulfill the bid requirements.
