Project: Community Outreach for Tobacco Prevention and Control Ref. #: HSS-24-019 Type: RFP Status: Open Open Date: Dec 22nd 2023, 7:00 AM EST Questions Due Date: Jan 19th 2024, 11:30 PM EST Close Date: Mar 7th 2024, 1:00 PM EST Days Left: 2 Project Description:Background The mission of the Division of Public Health is to protect and enhance the health of the people of Delaware. The Division accomplishes its mission by: • working together with others; • addressing issues that affect the health of Delawareans; • keeping track of the State’s health; • promoting positive lifestyles; • responding to critical health issues and disasters; • promoting the availability of health services. The accomplishment of this mission will facilitate the Division in realizing its vision of creating an environment in which people in Delaware can reach their full potential for a healthy life. Delaware has been nationally recognized for its tobacco prevention and control efforts. These efforts include
becoming the second state to adopt a comprehensive law prohibiting smoking in indoor public places and workplaces and one of only a few states that spends close to the Center for Disease Control and Prevention's (CDC) recommended minimum on tobacco prevention and control. The Division of Public Health's (DPH) Tobacco Prevention and Control Program uses funds from CDC and the Delaware Health Fund to implement several statewide tobacco prevention programs and cessation services. Cessation services include the Delaware Quitline and the web-based service QuitSupport.com. Programs include support for youth empowerment groups, youth prevention activities and mini grants made available to community organizations throughout the state to conduct tobacco prevention and education activities. Social-marketing activities include mass media campaigns and public relations to raise the awareness of the dangers of tobacco use and promoting the Quitline. The social-marketing contractor also assists in promoting the efforts of the DPH contractors that are used for community outreach and youth prevention programming. In order to maintain a comprehensive, viable program, the contractors will have to work in coordination with each other and Tobacco Prevention and Control staff. This will entail communications via scheduled coordination meetings and site visits as well as telephone and e-mail communication. Additional information regarding the DPH tobacco prevention effort and the current campaign efforts can be retrieved from a number of current Web sites, including: www.dhss.delaware.gov/dhss/dph/dpc/tobacco.html http://kbgde.org/ De Mini Grants www.thedirtytruth.com https://www.healthydelaware.org/Individuals/Tobacco/Quit B. Project Goals Proposals must describe how they will provide youth tobacco prevention programs to achieve the goals of the "Plan for a Tobacco-free Delaware": • Prevent the initiation and use of tobacco and emerging products among Delawareans • Increase quitting and quit attempts among Delawareans who use tobacco products • Eliminate exposure to secondhand smoke, vapors, and other emissions • Decrease the social acceptability of tobacco, e-cigarettes, and emerging products • Strengthen and cultivate Delaware’s leadership in all levels of comprehensive tobacco prevention and control Important Events:OngoingOpen DateOnline PortalPosting date for the OpportunityDec 22nd 2023, 7:00 AM ESTN/AUpcomingClose DateOnline PortalDeadline for SubmissionsMar 7th 2024, 1:00 PM ESTN/AUpcomingEstimated Notification of AwardGSS and BonfireEstimated Notification of AwardMar 29th 2024, 11:59 PM EDT - Mar 29th 2024, 11:59 PM EDTNoUpcomingEstimated Project Start DateGSS and BonfireEstimated Project Start DateJul 1st 2024, 7:00 AM EDT - Jul 1st 2024, 7:00 AM EDTNoPassedQuestions Due DateOnline PortalDeadline to submit QuestionsJan 19th 2024, 11:30 PM ESTN/APassedResponse to QuestionsGSS and BonfireResponse to QuestionsFeb 8th 2024, 11:59 PM EST - Feb 8th 2024, 11:59 PM ESTNo Supporting Documentation:HSS 23 019 - No question received.docxDocumentationNo Questions received for RFP - HSS-24-019 - Community Outreach for Tobacco Prevention and ControlRead more...Feb 2nd 2024, 3:24 PM EST - HSS 24 019 - Community Outreach for Tobacco Prevention and Control - Confidential Information Form - Attachment 4.docxDocumentationConfidential Information Form - Attachment 4Nov 28th 2023, 1:57 PM EST - HSS 24 019 - Community Outreach for Tobacco Prevention and Control - Exceptions Form - Attachment 3.docxDocumentationExceptions Report - Attachment 3Nov 28th 2023, 1:57 PM EST - HSS 24 019 - Community Outreach for Tobacco Prevention and Control - HIPAA Business Associate Agreement.docxDocumentationHIPAA - Business Associate Agreement - Appendix DNov 28th 2023, 1:59 PM EST - HSS 24 019 - Community Outreach for Tobacco Prevention and Control - Non-Collusion Statement - Attachment 2.docxDocumentationNon-Collusion Statement - Attachment 2Nov 28th 2023, 1:56 PM EST - HSS 24 019 - Community Outreach for Tobacco Prevention and Control - Professional Services Agreement.docxDocumentationProfessional Services Agreement - Appendix CNov 28th 2023, 1:58 PM EST - HSS 24 019 - Community Outreach for Tobacco Prevention and Control - References Form - Attachment 5.docxDocumentationReferences Form - Attachment 5Nov 28th 2023, 1:58 PM EST - HSS 24 019 - Community Outreach for Tobacco Prevention and Control - Subcontractor Information - Attachment 6.docxDocumentationSubcontractor Information Form - Attachment 6Nov 28th 2023, 1:58 PM EST - HSS 24 019 Community Outreach for Tobacco Prevention and Control.docxDocumentationRFP documentNov 28th 2023, 1:56 PM EST - Commodity Codes: UNSPSC 9313 Humanitarian aid and relief
