Excerpts from the RFA: Purpose The purpose of this RFA is to provide guidance for current contractors to submit continuation applications to the Iowa Department of
Public Health (referred to as Department) to renew service provisions as described by and within the project period established by the RFP #58820029 and RFP #58821017. Services covered by this application include applying the Strategic Prevention Framework (SPF) model to prevent overdose deaths from the use and misuse of licit (not forbidden by law) and illicit drugs (forbidden by law). The SPF model represents a five-step, data driven process used to 1) assess needs; 2) build capacity and get stakeholders in place; 3) engage in a strategic planning process with stakeholders; 4) implement a strategic plan; and 5) evaluate processes and outcomes. Cultural competency and sustainability are embedded in all five SPF steps. The Department is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This grant promotes health equity through the Strategic Prevention Framework model and its guiding principle step Cultural Competency which adheres to and promotes 15 Cultural and Linguistic Appropriate Service (CLAS) Standards. Use of CLAS is a way to improve the quality of services provided to all individuals, which will ultimately help reduce health disparities and achieve health equity. Section 1.04 (RFA page 4) and 2.03, FY23 SIPDO Budget (RFA page 20) are clear that the match for the FY23 RFA is $13,200 - SFY2023 is $11,000 and SFY2024 is $2,200.The applicant decides how much it wants to allocate between the two fiscal years, FY 2023 and FY 2024. The source of funding is both federal and state. The maximum amount applicants can apply for in this contract period is $100,000. The Federal amount is $73,600 and the State amount is $26,400. The budgeted amount for each fiscal year can be no less than twice the amount of the specified required match.
