Construction - USGS laboratory building at Moffett Field, CA The U.S. Geological Survey (USGS) intends to design and construct a new laboratory building at NASA Ames Research Center, Moffett Field, CA, to support the USGS' relocation from its current Menlo Park, CA campus. The building will be designed to approximately 48,000 gross square feet (GSF), 30,000 net square feet (NSF), conceptually in a T shape with one wing two stories and one wing single story high bay, located on Parcel 15, which is very near Hangar One on the unsecured side of the NASA campus. The project site is currently an asphalt parking lot with some miscellaneous small structures to be demolished, and a historically significant water tower which fate is to be determined. The building will be almost entirely laboratory space - mostly modern wet lab but some light industrial space - with some small amount (~8%) of office, support, and collaboration space and will be designed to be LEED Silver certified when
complete. USGS has contracted with a separate Architect/Engineer (A/E) firm that is responsible for developing complete design and construction documents for the project. The A/E on this project is SmithGroup of San Francisco, CA. USGS may also contract with a separate commissioning firm and/or an on-site inspection firm. SmithGroup has already completed preliminary programming and feasibility study, and schematic design has begun. The purpose of this immediate acquisition is to contract with a Construction Manager as General Contractor (CMGC) to provide design-phase services beginning with the 65% design submission, and optionally to construct the facility when design is complete. The period of performance is expected to be approximately six to eight months for design-phase services and twenty months for construction. The estimated magnitude of construction is more than $10M. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply to the construction portion of this project. The successful contractor will be required to obtain performance and payment bonds before being given the notice to proceed with construction. We intend to solicit competitive proposals in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 15 (Contracting by Negotiation) and 36 (Construction and Architect-Engineer Contracts). The solicitation will proceed in two phases. Phase 1 will consider only qualifications, and not more than seven of the most well-qualified offerors will advance to phase 2, where price proposals will be solicited and considered. We will then make a final best-value tradeoff selection. Tentatively, we plan to release phase 1 in mid to late March 2020 and phase 2 in mid to late April 2020 with a target contract award date of late June 2020. The contract will have two components: a firm-fixed-price for design-phase services, and a not-to-exceed price for the optional construction phase. There will be a shared savings incentive, such that if the construction option can be exercised below the not-to-exceed price, the parties will share in the savings 50/50, with the contractor's share obligated to the contract as a separate line item payable upon project completion.
