colleges, enrolling more the 40,000 students each semester. The MUS is governed by a seven-member board of regents appointed by the governor. The Commissioner of Higher Education serves as the chief executive officer and works centrally with system staff in the Office of the Commissioner of Higher Education located in Helena, Montana. The MUS is home to a diverse set of campuses with a wide range of sizes and missions, including ten small two-year colleges, three regional comprehensive universities, one special focus institution, and two flagship doctoral universities. The Montana University System is seeking a solution for an accessibility checker/tool that integrates with Instructure’s Canvas Learning Management System (LMS). We have recently made the decision as a university system to adopt Canvas as our system wide LMS. While the product itself has many features for ensuring compliance with accessibility standards, we are seeking a supplemental tool to automate many tasks associated with scanning content, highlighting deficiencies, and recommending fixes. The MUS is currently comprised of approximately 34,000 student FTE, and while we anticipate most of our campuses will utilize this tool, we want each campus to have the ability to join if they choose. Executive Order No. 12-2016 promoting equal pay for Montana women directs the Department of Administration to include incentives in the RFP process for contractors who engage in best practices to promote wage transparency. These best practices include the following: (a) posting salary ranges in employment listings; (b) certifying that the contractor will not ask about wage history in employee interviews; (c) certifying that the contractor will not retaliate or discriminate against employees who discuss or disclose their wages in the workplace. Offeror indicating it will comply with Executive Order No. 12-2016 will receive an additional 5% of the total points available. Offerors who do not comply will not receive the available points.
