This is an updated notice. The purpose of this amendment is to update and revise sections of RFP # 72016824R00001. Changes are made in the RFP body and highlighted. Deletions are presented as strikethrough text. In addition to Amendment 01 of the RFP, uploaded hereby is Attachment J.1 Budget Template (entitled “Attachment J.1 Amendment 01”).This is also to provide answers to questions submitted in response to the opportunity. See attached document entitled "Questions and Answers 72016824R000001 Energy Policy 2 Activity in BiH".The United States Agency for International Development (USAID), through the Mission in Bosnia and Herzegovina (BiH) contemplates award of a five-year Cost-Plus-Fixed Fee Completion contract to implement USAID Energy Policy 2 Activity in Bosnia-Herzegovina. The anticipated award date is September 2024.USAID anticipates awarding one contract conducted under full and open competition procedures, pursuant to Part 15 of the FAR (48 CFR Chapter 1). USAID encourages
offerors to express interest in this solicitation by submitting a proposal in accordance with the instructions set forth in Section L, “Instructions to Offerors.” USAID will evaluate the responsive proposals in accordance with the evaluation factors provided in Section M, “Evaluation Factors for Award” hereunder. The competition will utilize a Highest Technical Rated with Fair and Reasonable Price and Realistic Cost (HTR) process, not a tradeoff process. In this process, USAID is concerned with getting the best technical solution that has a fair and reasonable price and realistic cost. There will not be a tradeoff to justify paying a premium for a higher technical rated proposal.USAID encourages the participation of U.S. small businesses (SB) in this activity as prime or subcontractors in accordance with Part 19 of the FAR. Also, please note that the geographic code is 935, which allows participation as a prime or a subcontractor in this procurement from any area or country including the recipient country, but excluding any country that is a prohibited source.Electronic responses to this RFP are mandatory (See Section L of the RFP). Please submit your proposals to the email address below by date and time specified in the RFP. Receipt time is when the proposal is received by AID/Washington internet server. The address for the receipt of proposals is Lkranjec@usaid.gov. Hand delivered proposals (including commercial courier) and facsimile transmission will not be accepted. If the proposal is received after the closing date and time, or if it is incomplete, it will not be accepted nor considered unless authorized by the Contracting Officer pursuant to FAR 15.208.This RFP can be viewed and downloaded from the official U.S. government website https://sam.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation. USAID advises to regularly check the above website for amendments or to create an account for https://sam.gov to save searches, add your entity to an opportunity's Interested Vendors List, and receive automatic updates when the opportunity changes.This RFP does not obligate the United States Government to award a contract nor does it commit USAID to pay any cost incurred in preparing and submitting of a proposal.
