Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) April 19, 2024 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Oklahoma City VA Medical Center Surgical Intensive Care Unit and Operating Room Area Activation. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Oklahoma City Surgical Intensive Care Unit (SICU) and Operating Room (OR) Major renovation project. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (30) thirty months. The Oklahoma City Veterans Affairs Health Care System embarked on a
design build project to complete the 7th floor Operating Room Renovation and the 8th floor SICU Expansion along with correcting deficiencies to the 8th floor building envelope and corrective roofing. Components to renovate the 7th floor include three new operating rooms, pre-op, and post-op spaces along with required support spaces totaling approximately 13,829 GSF as well as to construct a new 18,445 GSF 8th floor Surgical Intensive Care Unit (SICU). Components to renovate the 8th floor include 18 patient rooms with two of those being isolation rooms with anterooms, Men s and Women s locker rooms, a large waiting room, staff lounge, team room, and office space. The construction phasing will be established during the initial design build process which is expected to commence in April 2024. The Oklahoma City Veterans Affairs Medical Center is located at 921 Northeast 13th Street: Oklahoma City, OK 73104. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 9 May 2024. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 30 May 2024. Solicitation initial posting date and the closing date are subject to change as necessary.
