On- Call Structural Engineering Services RFQ

Description: BACKGROUND AND DESCRIPTION The City of Orinda is situated in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County. The City’s Public Works and Engineering Services Department maintains approximately 92 miles of public right-of-way as well as five two-lane bridges in a semi-rural community with two creeks. The City of Orinda plans to select three on-call structural engineering firms to provide Structural Engineering services through June 30, 2022 with the ability for the City Manager to extend the contract for one additional year. The time and materials contract limit is $100,000 with the ability to amend the limit on an as-needed basis. Work will include, but is not limited to: General structural engineering services; Inspection and testing services; Computer-aided structural design and drafting of bridges, retaining wall and other structures; Plan checking services; Design of repairs, retrofits, or modifications to

existing bridges and structures; Seismic analysis of existing bridges and other structures; Load rating of existing bridges; The consultant may be required to attend City and public meetings and make presentations of their findings; Conduct studies and prepare reports; Design temporary shoring for structures damaged during a disaster; and Other structural engineering services as needed. Qualifications: SELECTION CRITERIA The SOQ’s will be evaluated and ranked by a Selection Committee. Selection of the prospective consultant will be based on the following evaluation criteria:1. Consultant’s understanding of the scope of work (10%) 2. Recent experience in performing similar on-call services (40%). 3. Qualifications of the project team, including subconsultants that would be assigned to Orinda (30%). 4. Feedback from references given regarding past performance including quality of work and delivery of work within schedule and budget (20%). 5. Ability to meet City contract and insurance requirements (Pass/Fail). Special Requirements: SUBMITTAL FORMAT Consultants interested in responding to this request for qualifications should prepare their Statement of Qualifications (SOQ) with the following sequence and format. Your SOQ should not exceed 10 pages (8 1⁄2” x 11”) single sided or 5 pages double sided. Any title pages, table of contents, and attached resumes and organizational charts will not be counted. The following sections will count towards the page limit unless specified:- Statement of Interest, Firm Qualifications, Scope of Work for On-Call Services Describe your firm’s interest, capabilities to provide the requested services within the City of Orinda, including your staff availability and understanding of the scope of work. Sub-consultants are not required to be listed; however, if desired, this section and the statement of qualifications section may be used to describe any sub-consultants.- Statement of Qualifications (SOQ) Include recent experience with similar work and a description of the proposed methodology that will be used for scheduling, coordination, management of overall project costs, and quality assurance and quality control.- Staff Experience, Qualifications and Resumes Describe the qualifications and experience of each team member, including sub-consultants, expected to be assigned to the on-call services. Provide their resumes (no more than 2 pages in length each). - List of References Provide a minimum of three public agency references in which your firm has performed similar work as requested in this RFQ.- Acknowledgement of City Consultant Agreement and Certification of Insurance Requirements (not counted toward page limit) Provide acknowledgement regarding the acceptability of the City’s standard consultant agreement conditions, including providing a Certificate of Insurance compliant with the City’s requirements in the enclosed agreement. This acknowledgement may be included as part of the Cover Letter.- Form 700 – Statement of Economic Interest (not counted toward page limit) Upon selection (not required with submittal), the selected consultants’ project manager or key personnel will be required to file a Form 700 – Statement of Economic Interests with the City of Orinda (see enclosures).- Rate Schedule for Professional Services (not counted toward page limit) In a separate, sealed envelope, clearly label as “Rate Schedule valid through June 30, 2019” on the outside of the envelope.
